Rank Seniority. An employee's seniority in rank shall be determined by the latest date of appointment to his rank. In the event of a layoff and subsequent displacement to a lower rank, a employee's rank seniority shall continue to accrue as though no displacement had occurred until such time as the employee's recall rights expire. Rank seniority is defined as time served within a rank.
