Recommendations for Salary Advancement. The Chief of Police shall make a recommendation in writing to the Mayor for the advancement in salary rate of each employee in the department who has met the requirements for salary advancement as enumerated above and set forth within the Labor Agreement. This recommendation shall include a certification as to the employee's manner of performance in his previous twelve (12) months.
