Advancement on Salary Schedule. A worker will advance to the next step of the salary schedule on the first of the calendar month following the completion of the first six months of service, provided that he/she has received from the supervising manager a “good solid performance” rating. If the worker's supervising manager has not completed the evaluation and given a copy to the worker by the date when the worker is scheduled to receive the step increase, the increase shall be granted automatically. A classified hourly employee will advance to the second step of the salary schedule on the first of the calendar month following the completion of one year of service provided that he/she has received from the supervising manager a “good solid performance” rating. If the employee’s supervising manager has not completed the evaluation and given a copy to the employee by the date when the employee is scheduled to receive the step increase, the increase shall be granted automatically. A worker's first month of service will be the month during which he/she begins work providing he/she renders service before the 11th of the month. In all other cases, the worker's first month of service will be the calendar month following the date on which he/she begins work. A worker will advance to subsequent steps as he/she completes an additional year of service with a satisfactory rating on the annual evaluation. A classified hourly employee will advance to subsequent steps as he/she completes an additional two years of service with a satisfactory rating on the bi-annual evaluation. A year for 12-month workers is 12 months; for 11-month workers, 11 months; for 10-month workers, 10 months; for academic- day workers, the academic year. However, if the worker's supervising manager does not complete the annual evaluation and give a copy to the worker by the date the worker is scheduled to receive the step increase, the increase shall be granted automatically. A worker's anniversary date for salary increments shall be the anniversary of his/her first month of service after completing six months in a class. The anniversary date for a classified hourly employee shall be the date of hire in the classified hourly position. Any month during the worker's work year during which he/she is not in paid status will not count toward the anniversary date and will advance it by one month. Advancement on Salary Schedule. 1. Increments: Employees on the regular salary schedule shall be granted one increment or vertical step on the schedule for each year of service until the maximum for their educational classification is reached. A year of service for purpose of advancement on the salary schedule consists of employment in the Muscatine District for ninety (90) teaching days or more in one school year.

Advancement on Salary Schedule. For a teacher to be eligible for horizontal advancement on the salary schedule, the teacher's hours or advanced degrees must be related to the teacher's professional development, the endorsements on the teacher's certificate, or new endorsements, as evidenced by enrollment in an additional approved program. The courses must be graduate-level with PDC Committee and Board approval. Courses for horizontal advancement shall be the same type of courses as those found in the professional education sequence of an approved teacher education program. Teachers with a Bachelor's degree and on the State In-service plan that have earned the proper required approved points may move horizontally on the salary schedule using a combination of college hours and PDC points with a maximum of 50% PDC points. Teachers with a Masters can move horizontally with approved PDC points, hours, or any combination of both. A teacher's salary schedule placement shall normally move vertically one step to the next as the teacher's years of experience in the school district increase. However, a teacher on the last step of a column shall remain at that step until the teacher accumulates additional eligible hours or earns the next higher eligible degree that would authorize horizontal advancement to the next column. When a teacher does move horizontally, the teacher shall also move down one step. The Board may approve a salary increase beyond the step on which the teacher's salary has been frozen for a teacher. Proof of additional eligible hours earned or next higher eligible degree awarded must be filed with the Superintendent of Schools on or before September 1 of the current school year for such additional educational attainment to be eligible for changing the teacher's column placement for the current school year. Proof of additional hours or degrees filed after September 1 of the current year will not be eligible for column adjustment until the following school year. The superintendent shall require a certified copy of the teacher's college transcript to determine whether the hours or degrees entitle the teacher to horizontal advancement on the salary schedule.
Advancement on Salary Schedule. Teachers shall receive advancement in level due to completion of courses at the opening of school and at the mid-point of the school year. Proof of credit must be provided before the mid-point of the school year. A mid-point increase would be based upon one-half of the contractual salary. The mid-point of the school year would be defined as the ninety-fourth day of school. Courses that are to be used for column advancement must be taken at an accredited, post-secondary institution or skills training (refer to Section 5.11).

Advancement on Salary Schedule. A teacher on child care leave shall advance on the salary schedule for the subsequent contract year only if he or she was actively teaching for at least ninety-one (91) contract days during the year in which the child care leave is taken.

After a teacher has received an overall rating of Needs Improvement or Unsatisfactory on the most recent Formative or Summative evaluation and has been retained at the same salary level for the following year, that teacher may petition the Superintendent of to be placed at the salary level that said teacher would have achieved if they had not received an overall rating of Needs Improvement or Unsatisfactory on the most recent Formative or Summative evaluation. The Superintendent shall at their sole discretion determine whether or not that teacher has sufficiently corrected the deficiencies which led to the overall rating of Needs Improvement or Unsatisfactory on the most recent Formative or Summative evaluation and may decide to restore or not to restore the teacher to the level they would have achieved had the overall rating of Needs Improvement or Unsatisfactory on the most recent Formative or Summative evaluation not occurred. The minimum penalty for a teacher receiving an overall rating of Needs Improvement or Unsatisfactory on the most recent Formative or Summative evaluation is retention at the same salary level as the year in which they received the such evaluation for the first year following the such evaluation (as defined in preceding paragraph).
