RECRUITMENT OF SHORT-TERM POSITIONS EXCEEDING LIMITS. Whenever a short-term position reaches the limits set forth in Sections 25.2.2 and 25.2.4, the position will be opened for filling as a regular position. The position may not be continued until designated as a regular position, and the short-term employee working in that position shall have a right to apply for the position, if advertised externally.
