REDUCTION OF STAFF. In the event that the Employer declares the need for a reduction of staff in a particular classification, prior to issuing notices of layoff, the Employer shall attempt to reduce disruption to the workplace through offering voluntary severance as outlined in Memorandum of Agreement # 5.
