Schematic design level documentation shall be based on the Final Design Documents Program, shall incorporate Owner and model(sAuthority comments and shall include each of the following, to the extent applicable to the Recommended Preferred Solution: (a) Traffic Analysis - analyze the impact of anticipated vehicular and pedestrian traffic, including impacts to existing infrastructure, to determine efficient and safe site access. (b) Environmental and Existing Building Assessment – Provide additional site and building assessments as may be required to quantify presence of unsuitable materials and scope of possible remediation efforts. (c) Geotechnical and Geoenvironmental Analysis – Provide additional geotechnical analysis as may be required to describe soil conditions, remediation requirements and appropriate foundation. (d) Program Analysis - a space measurement analysis for the design which shall verify that the sum of all program floor areas plus all other floor areas equal the gross floor area of the Final Design Program. (e) Code Analysis – Determine the impact of all applicable federal, state, regional and local codes, regulations and ordinances, including a listing of permitting and other regulatory filing requirements. (f) Utility Analysis – Determine the availability and capacity of all required building utilities. Provide soils analysis and preliminary design for on-site septic/sewage treatment facilities, if required. (g) Massing Study – an analysis of the building’s integration into its surroundings and neighborhood with drawings, models, or photographs. (h) MA-CHPS or LEED-S Scorecard – Pursuant to the Authority’s Sustainable Building Design Guidelines complete a MA-CHPS or LEED-S for Schools Scorecard and describe sustainable design features and each high performance green school prerequisite and credit included in the proposed design and a plan for implementation or inclusion of any appropriate public utility energy conservation design programs. (i) Accessibility - an analysis of the design's compliance with the Owner Americans with Disabilities Act (ADA) and Construction Manager at the Project site or other location specified by Owner in the State of Texas. Schematic Design Phase. 1.2.1 Based 3.1.1 The Architect shall consult with the Owner to ascertain the requirements of each School Project and shall confirm such requirements to the Owner. The Architect shall assist in the programming by writing up his/her interpretation of each School Project as given and discussed and shall furnish copies of same to the Owner for approval before proceeding with preliminary designs. The Architect shall prepare and deliver to the Owner on 11x17 format, a schematic plan with agreed-upon detailing, diagrams, and formatting, to be catalogued with other related projects. 3.1.2 The Architect shall prepare options described in schematic design studies leading to a recommended scope together with a general description of each School Project for approval by the Owner. Schematic Design Phase. 1.2.1 Based on the mutually agreed upon Program of Requirements, Amount Available for the Construction Contract and the Project Schedule, the Architect/Engineer shall prepare sufficient alternative approaches utilizing BIM BIM/3D for design and construction of the Project to satisfy Owner’s project requirements and shall, at completion of this phase, submit Schematic Design Documents derived from the model in accordance with the BIM Execution Plan, “Facility Design Guidelines” and any additional requirements set forth in Article 15. The Architect/Engineer shall review alternative approaches to design and construction for the Project and the Schematic Design Documents as they are being modeled prepared at intervals appropriate to the progress of the Project with the Owner and Construction Manager at the Project site or other location specified by the Owner within the State of Texas. The Architect/Engineer shall utilize the model(s) to support the review process during Schematic Design. The Architect/Engineer shall provide the Construction Manager with a compact disc containing documents and data files derived from the model to assist the Construction Manager in fulfilling its responsibilities to the Owner. 1.2.2 Architect/Engineer shall provide all services necessary to perform the services of this phase (preparation of model(s), relevant data, decision support model views and Schematic Design Documents) including, without limitation, unless otherwise approved by Owner, the preparation and prompt delivery of all items specified in the BIM Execution Plan and “Facility Design Guidelines.. 1.2.3 Architect/Engineer shall work closely with Owner in preparation of schematic drawings and shall specifically conform to Owner’s requirements regarding aesthetic design issues. 1.2.4 The Architect/Engineer shall review direct the preparation of a detailed Estimated Construction Cost prepared by as described in Sub-paragraph 1.1.19 to confirm compliance with the Amount Available for the Construction Manager, Contract and include it with the completed Schematic Design Documents. The Architect/Engineer shall provide written commentsadvise the Owner of any adjustments to the project scope necessary to align the cost estimate and the project budget with the established Amount Available for Construction Contract and revise the Schematic Design Documents as may be required. 1.2.5 Before proceeding into the Design Development Phase, the Architect/Engineer shall obtain Owner’s written acceptance of the Schematic Design documents and approval of the Architect/Engineer’s preliminary Estimated Construction Cost and schedule. 1.2.6 The Architect/Engineer shall participate in a final review of the Schematic Design Documents and model(s) with the Owner and Construction Manager at the Project site or other location specified by Owner in the State of Texas. Prior to the Owner’s approval of the Schematic Design Documents, the Architect/Engineer shall incorporate such changes as are necessary to satisfy the Owner’s review comments, any of which may be appealed for good cause.

The Project Architect shall advise the Owner of any adjustments to the project scope necessary to align the cost estimate and the project budget with the established Construction Cost Limitation and revise the Schematic Design Documents as may be required. The Project Architect shall review its construction cost estimate in comparison with the Estimated Construction Cost construction cost estimate prepared by the Construction Manager, and shall reconcile any differences between the two construction cost estimates in coordination with the Construction Manager. If the Project Architect is unable to reconcile all differences between the two construction cost estimates with the Construction Manager, then the Project Architect shall provide written commentsa detailed explanation of the differences to the Owner. 1.2.5 1.2.6 The Project Architect shall participate in a final review of the Schematic Design Documents with the Owner and Construction Manager at the Project location or other location specified 1.2.7 Before proceeding into the Design Development Phase, the Architect/Engineer Project Architect shall obtain Owner’s written acceptance of the Schematic Design documents and approval of the Project Architect/Engineer’s preliminary Estimated Construction Cost construction cost estimate and schedule. 1.2.6 The Architect/Engineer shall participate in a final review of the Schematic Design Documents and model(s) with the Owner and Construction Manager at the Project site or other location specified by Owner in the State of Texas. Schematic Design will include the following steps: • Kick-off meeting with Owner’s Representative to confirm vision for the building • Site evaluation to confirm the building assessment report provided by the Owner, to the extent necessary for the Project • Determine if more detailed investigative testing to confirm the existing conditions is required • Meeting with Owner’s Representative to review initial findings • Incorporate Owner’s comments 2.2.3 The A/E shall direct the Estimated preparation of a detailed Construction Cost prepared by Estimate as described in Sub-paragraph 2.1.8.1 to confirm adherence to the Construction Manager, Cost Limitation and shall provide written commentspresent the same with the completed Schematic Design Documents. 1.2.5 2.2.4 Before proceeding into the Design Development Phase, the ArchitectA/Engineer E shall obtain Owner’s written acceptance of the Schematic Design documents and approval of the ArchitectA/EngineerE’s preliminary Estimated Construction Cost and scheduleEstimate. 1.2.6 2.2.5 The Architect/Engineer Schematic Design documents shall participate in consist of a final review of narrative, drawings and other documents including a site plan, if appropriate, and preliminary buildings plans, sections and elevations as required to confirm the Schematic Design Documents provided; and model(s) may include some combination of study models, perspective sketches, or digital modeling. Preliminary selections of major building systems and construction materials shall be noted on the drawings or described in writing. 2.2.6 The A/E shall consider environmentally responsible design alternatives, such as material choices and building orientation, together with other considerations based on program and aesthetics, in developing a design that is consistent with the Owner Owner’s Program, schedule and budget for the Construction Manager at Cost Estimate. 2.2.7 The A/E shall submit the Project site or other location specified by Owner in the State of Texas. Prior Schematic Design Documents to the Owner’s approval of the Schematic Design Documents, the Architect/Engineer shall incorporate such changes as are necessary to satisfy and request the Owner’s review comments, any of which may be appealed for good causeapproval.
