SCOPE OF BARGAINING. a) Determining eligibility for health benefit plans and tiers of coverage for school employees; b) Standardizing the duration of health insurance coverage during a term of employment; c) Negotiating per the standards set forth in 21 V.S.A. Section 2103 as the same may be amended from time to time. d) Researching, vetting and establishing a system of third-party administration that is efficient and competent, technologically sophisticated and manageable, and accountable to employers and employees; 3.2 The parties agree that nothing herein is intended to preempt or regulate an aspect of educational system employment that is outside of the statutory jurisdiction conferred upon the Commission.
