SCOPE OF BARGAINING. 3.1 The Board and USPA agree to negotiate in good faith on wages, hours, fringe benefits, and other terms and conditions of employment. 3.2 The Board retains and reserves unto itself, all powers, rights, and authority conferred upon and vested in it by State and Federal law, including the right to make policy, rules, and regulations which are not inconsistent with the provisions of the Negotiated Agreement. 3.3 There shall be no negotiations on inherent managerial rights.
