Scope of Memorandum of Understanding. 5.1. The Partners intend to work together to enable good growth in Hertfordshire, subject to each individual Partner making decisions in accordance with its own decision-making process and the right to exercise its powers accordingly. Nothing in this Memorandum of Understanding shall affect the sovereignty of any individual Partner.
