The Soft Dial Tone clause ensures that a telephone line remains capable of making limited calls, typically to emergency services, even after regular service has been suspended or disconnected. In practice, this means that while outgoing and incoming calls to most numbers are blocked, the line can still be used to contact emergency responders or the service provider.
