The ARCHITECT shall consult with the Owner, together with building occupants and Agency administration, to develop a comprehensive space program for the project. The ARCHITECT shall advise best practices for each specialty as well as the common areas. The program should be complete and detailed, including equipment (fixed and movable) and furnishings throughout the building. 1.1.4.2. The ARCHITECT shall consult with the Owner and Efficiency Vermont to establish the Basis of Design, based on BGS Design Guidelines, BGS Space Management Guidelines, LEED manuals, ASHRAE 90.1, Vermont Commercial Building Energy Standard, ASHRAE Advanced Energy Design Guide for Small to Medium Office Buildings, and other guides that are identified for the use of the building.
Programming Phase. 2.7.1 As part of the Design phase, Design-Builder shall provide programming services to refine, finalize, and complete the architectural program provided with the RFP. The scope of work shall include, but is not limited to, the following: a. Program refinement meeting(s) (minimum 1 meeting) on campus with campus representatives and user group. b. Develop final program documents including: spreadsheet, room data and adjacency diagrams. c. Submit (5) copies to University allowing time to review before meeting. d. Meet (minumum1 meeting) on campus to finalize program requirements. e. Submit (5) hard copies, (1) PDF and (1) editable file. f. Respond to written edits by the University. g. Issue final program. h. Obtain University approval of the final program. 2.7.2 Final program shall include but not limited to the following information: a. Minimum dimension including ceiling height b. Adjacency c. Access requirement d. Room occupancy hours e. Occupancy numbers f. Finishes: Ceiling, walls, floor, doors and windows
Programming Phase. 2.2.1. The Owner shall schedule a meeting between the Design Professional and the User Representative to review the roles and relationships among all parties. 2.2.2. A Project Program Statement shall be provided by the Design Professional in accordance with Paragraph 1.20, and developed with the Design Professional’s knowledge and experience coupled with the Owner’s Educational Specifications, Educational Programming Statement, the District Facility Master Plan, and other information provided by the Owner and the User Representative to the Design Professional. , The purpose of the Program Statement shall also fulfill the requirements of the PSFA Approval of School Construction (RASC) for this phase and ensure that the Design Professional and Owner have a mutual understanding of the project’s goals and constraints including budget. 2.2.2.1. The Project Program Statement shall include a utilization study in accordance with Paragraph 1.21, which projects the anticipated efficiency and of use for each new and existing classroom and support space in the context of the entire school facility utilization. Utilization benchmarks shall be as established by the PSFA guidelines. 2.2.2.2. Lengthy research and analysis of historical information, demographics, NM Public Education Department requirements, development of drawings or documents, defining existing structures, or similar, shall not be the responsibility of the Design Professional under this agreement, unless specifically modified to include as an Additional Service or a reimbursable expense. 2.2.3. The Design Professional shall transmit the Project Program Statement to the Owner, along with written confirmation that the Design Professional has visited the site, become familiar with the local conditions, has correlated observations with current code requirements and life safety needs, and has a clear understanding of observable existing conditions for the Project. Should the Design Professional conclude that the MACC and the Scope of the Work to be accomplished are incompatible, proposed recommendations to reconcile the incompatibility shall be included for consideration by the Owner. 2.2.4. The Design Professional shall obtain the written approval of the User Representative and the Owner of the Project Program Statement. Following Owner approval, the Owner shall consider the Project Program Statement ready for submission to PSFA for RASC review before commencing work on the Schematic Design Phase.

Programming Phase. The Construction Manager shall provide services during the Programming Phase as set forth below: 1. Develop a complete scope of the work for the project by working with the selected Professional Services Consultant(s) and Owner. 2. Assist and actively participate with the Professional Services Consultant during programming to ensure design is progressing as necessary and meets Owner’s expectations for cost, schedule, and constructability. Attend regular meetings with the Professional Services Consultant and actively evaluate and recommend alternatives in a timely manner. Provide written feedback to the Owner’s representative. 3. Prepare an execution plan and schedule for Design/Bid/Build delivery for the complete project that meets Owner’s requirements for construction of entire scope, consistent with applicable regulations and requirements for procurement, during the time frame specified. 4. Conduct investigations and inspections critical to constructability and schedule needs for use in design. 5. Review Professional Services Consultant(s)’s cost estimate and provide comments to the Owner.
