Steps of the Procedure. a. Except for grievances involving multiple employees or discipline, all grievances must be initiated at Step 1 of the grievance procedure. A grievance affecting more than one employee shall be filed with the management official having authority over all employees affected by the grievance. In the event the City disagrees with the level at which the grievance is filed it may submit the matter to the Step it believes is appropriate for consideration of the dispute.
