Teacher Work Day. Professional educators are responsible for a total educational program that includes instructional and non- instructional duties. A schedule for non-instructional duties or responsibilities will be decided upon by the principal and building leadership team. Middle school and high school teachers may be assigned student observation duties for a maximum of one week per quarter. If the non-instructional duty schedule is not resolved at the building level, the issue shall be presented to the Superintendent or their designee and the CEA Co-Chairs for resolution. The District and the Association recognize that professional educators must have adequate time to plan, work with struggling students, and communicate with parents. Schools will give due consideration to these needs when developing the above supervision schedules. The basic work day for certificated staff shall be 7-1/2 hours, including a 1/2 hour duty free lunch and a planning time. Pre K-3 teachers shall not be required to be present during specialist instructional time. The last day of school will be approximately 1/2 day for students and a full day for staff. For the duration of this CBA, as a pilot program, Pre-K-12 students will be released ninety minutes early once per week. The purpose of these early release days shall be to provide appropriate time to address PLC’s and operational issues. At least sixty minutes of each early dismissal will be devoted to PLC work. Building leadership teams will work together with principals to determine how best to document the work of PLC’s. Such documentation will focus on the intent of PLC’s as teacher-focused work, will service the primary purpose of documenting the group’s work for the group’s future benefit, and will not be overly burdensome. Meeting minutes may satisfy this requirement. Each school shall be responsible for submitting to the superintendent (or their designee) a monthly plan which clearly articulates how the allocated time will be utilized. The school plan will be developed utilizing a consensus decision-making model and shall be in alignment with the District’s goals/improvement plan and/or individual school implementation schedules. There will be two (2) additional paid days for all District kindergarten teachers for extra work outside the workday associated with the data entry for the WA-Kids assessments. Employees who are less than a 1.0 FTE will be paid at their per diem rate for attendance at full-day professional development, District days, and early release days. Attendance beyond the regular FTE will be encouraged, but not required. Staff meetings will be held during early release periods or otherwise held during the contracted work day. Special education staff who are required to complete paperwork, attend IEP meetings, to attend group of qualified professionals meetings, and/or prepare alternative assessments outside of the normal workday will be provided a five (5) percent salary enhancement for this additional work. A pool of two hundred fifty (250) hours of para-educator time for employees to meet with para-educators assigned to their classroom for the purpose of planning and training. These hours will be available with approval of the Director of Special Services. In exchange for release time for IEP and alternative testing work, special education teachers may request pay at the substitute rate in half or full day increments to complete work outside of the school day. ELL teachers will receive 7 additional days to prepare, evaluate and complete their job responsibilities. Instructional facilitators will receive five (5) additional paid days to prepare, evaluate and complete their job responsibilities related to their work in support of other certificated staff outside the regular school calendar. Instructional coaches will receive up to twenty-five (25) additional days of pay to prepare and deliver professional development outside the regular school calendar.
