Temporary Reassignment Due to Equipment Failures. 138. If service is down on any street car or trolley coach line due to facilities failure and such outage continues for two days or longer, or if any time there is a failure of the cable machinery, or other occurrence rendering the cable cars inoperative, regardless of length, notwithstanding any other limitations on reassignment, operators or other platform employees working the affected runs may be reassigned to the extra board at any division for the length of the outage. The following conditions shall apply in the event this section is implemented:
