The rates for resold services are based upon an avoided cost discount from GTE's retail rates. The avoided cost discount is based upon GTE’s most current available cost studies and are subject to change resulting from future Commission or other proceedings, including but not limited to any generic proceeding to determine GTE's unrecovered costs (e.g., historic costs, contribution, undepreciated reserve deficiency, or similar unrecovered GTE costs (including GTE's interim Universal Service Support Surcharge)), the establishment of a competitively neutral universal service system, or any appeal or other litigation.

Chargeable time ends when the calling station "hangs up," thereby releasing the network connection. If the called station "hangs up" but the calling station does not, chargeable time ends when the network connection is released by automatic timing equipment in the network.
A. SPRINT agrees that, if an order by the Commission or a court of competent jurisdiction affirming VERIZON’s interim surcharge is issued during the term of this Agreement, Sprint shall, within thirty (30) days after the effective date of such order (i) begin paying the monthly interim surcharge in accord with Appendix C, and (ii) make a lump sum payment to VERIZON of the total interim surcharges retroactive to the effective date of this Agreement. VERIZON further expressly reserves its right to seek retroactive true-up from Sprint of such interim surcharges under this Agreement in the event the Commission or a court of competent jurisdiction issues an order affirming VERIZON’s interim surcharge after the expiration of this Agreement.
B. Notwithstanding any provision in this Agreement, VERIZON reserves the right to, at its sole discretion and at any time, seek injunctive or other relief (i) requiring SPRINT to pay VERIZON's interim surcharge or (ii) requiring the Commission to immediately impose the interim surcharge.
C. Nothing in this Agreement shall restrict or impair VERIZON from seeking injunctive relief or any other remedy at any time and in any court regarding VERIZON's interim surcharge or the Commission's rejection or modification of VERIZON's interim surcharge. Timing of Messages. A. A message is considered as starting at the time telephone communication is established between all of the persons on the conference.
B. A message is considered as terminating at the time the connection is terminated at the originating point.
C. The originating customer's request that a station or stations be added to or disconnected from a connection after the message has started is considered as terminating the message and initiating a new call on the basis of the revised group of stations.
D. Chargeable time does not include time lost because of faults or defects in the service.

With respect to customer-dialed and operator-handled station-to-station calls, a message is considered as starting at the time telephone communication is established between the calling station and the called telephone number, MCC operator, PBX system or PBX station reached directly rather than through a PBX attendant.
B. With respect to operator-handled person-to-person calls, a message is considered as starting at the time telephone communication is established between the person calling and (i) the particular person called, (ii) another party acceptable to the person calling, (iii) the PBX station reached through a PBX attendant, or (iv) the particular MCC mobile station called or another MCC mobile station acceptable to the calling party.
C. Chargeable time ends when the calling station hangs up thereby releasing the network connection. If the called station hangs up but the calling station does not, chargeable time ends when the network connection is released either by automatic timing equipment in the telephone network or by CenturyLink operator.
D. Chargeable time does not include time lost because of faults or defects in the service.
