TO AUDIT ACCOUNTS. 4.12.1 The financial statements referred to in clause 4.11.3 shall be audited by 31 October in any year by a duly qualified external auditor who shall be a member of the Institute of Certified Public Accountants of Uganda (ICPAU). The external auditor shall be appointed by the Authority after prior written approval from the Office of the Auditor General (OAG) as provided for in the Local Governments Financial and Accounting Regulations, 2007. 4.12.2 The Auditor‟s report shall state whether the statements are correct and shall set out all matters falling within the normal duties of an auditor which, in his opinion, should be brought to the attention of the Authority or the Minister. The auditor shall review the income and expenditure from the two escrow accounts (Operating and Investment) and compare these against the OPEX / CAPEX given in the approved Business Plans. 4.12.3 The Authority shall pay the costs of any auditor engaged under these clauses. 4.12.4 Nothing in the foregoing sub-clauses shall detract from the Authority‟s responsibility and reporting obligations under the Local Governments Act, Cap. 243 and Local Governments Financial and Accounting Regulations, 2007.
