Attachment of Liability ■ Liability under this Policy shall not attach until the “minimum financial responsibility liability limits” have been exhausted by payment of judgments or settlements and the “insured” has become legally obligated to pay the “ultimate net loss” in excess of such “minimum financial responsibility liability limits.” Coverage Territory ■ The coverage territory is as stated in the “rental agreement” and is further limited to: • The United States of America; • The territories and possessions of the United States of America; • Puerto Rico; and • Canada.
