Transitional periods. (1) The first transitional period shall extend from the entry into force of this Agreement until all conditions set out in Article 2(1) of this Protocol have been fulfilled by the Republic of Croatia, hereinafter referred to as "Croatia", as verified by an assessment carried out by the European Community.
