No more than two (2) members shall be allowed to attend such conventions or conferences at any one time. The Union shall give at least five (5) days advance written notice of conferences or conventions indicating the names of those attending and the dates of employee absences.
F. The Union shall have the right to examine payroll records pertaining to the computation of compensation of any employee whose pay is in dispute, or any other public record of the Board pertaining to a specific grievance. The employee involved has the option of giving his/her consent in writing to the Union for opening his/her personnel file.
G. The Union and may use the Board mutually agree to provide each other School District inter-office mail for official communications with any information which approval by the Superintendent or his/her designee. A. During the regular school day, the president of the local shall be permitted to visit any work location to discuss special problems of non-certified employees, to attend grievance hearings at any level (if hearings are at such time), to attend disciplinary hearings if requested to do so by administration or the non-certified employee involved in the hearing, to attend any other meeting arranged by the Board and/or administration to discuss matters pertaining to this agreement or non-certified employees generally, and to make or receive telephone calls that are necessary for the performance of his/her duties as Union president. These rights shall not interfere with the employee’s or the president’s regular duties.
B. Consistent with Board building and equipment use policy, to use school without charge, board- owned facilities for meetings providing it has secured and equipment, including but not limited to, meeting rooms, typewriters, duplication equipment, and audio-visual equipment. All expendable supplies will be furnished in this regard by the approval Union. The use of said facilities and equipment will not interfere with the normal operation of the Board one (1) week schools and request for use shall not be unreasonably denied.
C. To use the inter-school mail system in advancethe school building offices and work locations to distribute Union bulletins, newsletter, or other circulars. The Members’ mail boxes may be identified with the Union’s logo.
D. To use the telephones and any work locations to carry out Union agrees that any additional business. Any fees or unusual expense incurred as a result of such use toll call charges shall be reimbursed to the Board by the Union.

F. To meet, if required by the Union, internationalfor no more than one (1) hour, local or unit, for an OAPSE Local 408 general membership meeting when any district wide in-service day is scheduled. All materials shall bear the name of the Board Union and the name of the person authorizing the posting or the distribution thereof. No Union materials of any kind shall be displayed on or about the physical facilities of the Employer except on designated bulletin boards and no displayed materials shall be derogatory to the Employer nor to any employee. The Union shall save and hold the Employer harmless from any and all expenses of liability whatsoever rising out of the preparation and/or distribution and/or use of any materials distributed by the Union or by Union members.
Section E. Employees shall be clean and neat at all times, refrain from the use of tobacco while in undesignated areas, use no profane language in the presence of school children, and at no time while at work be under the influence of alcohol.
Section F. All drivers must be literate; that is, able to read, write, and follow directions.
Section G. The Employer agrees to grant sixteen (16) hours of released time, without pay, for Union in-service time which may be used in accordance with the following guidelines, namely;
1. Attendance at meetings of the Service Employees International Union for the purpose of conducting official SEIU business, including conventions, workshops, schools and other similar activities related to the representation of the employees covered by this Agreement.
2. Not more than one (1) week in advanceperson from a building may be granted Union leave at a time.
3. The Union agrees that any additional or unusual expense incurred as A request for a result of such use leave shall be reimbursed to the Board by the Union.

D. The Union may hold meetings at work locations after work hours provided such meeting do not conflict with previously scheduled events as determined by the principal. No charge will be made for the use of the meeting room; however, custodial charges may be assessed if necessary.
E. The Union representative designated at each work site shall have the right and responsibility to bring matters related to Union rights or the administration of this Agreement to the attention of the principal or immediate supervisor.
F. Representatives of the Union shall be able to visit work sites and transact official Union business provided the visit does not occur during the employee’s instructional schedule or assigned duties
G. The Union shall be allowed to use the inter-school facilities for meetings providing it has secured mail systems, school email; school mail boxes and bulletin board space in areas frequented by employees, subject to the approval following conditions:
1. All materials must contain the date of the Board one (1) week in advance. The Union agrees that any additional posting or unusual expense incurred as a result distribution and the identification of such use shall be reimbursed to the Board by the Union.
D. 2. A bulletin board no smaller than 2' by 3' copy of all postings and distribution shall be provided in to the bus garage driver lounge area, upon which building principal or immediate supervisor and Superintendent at the time of the posting or distribution.
3. No materials shall be distributed to an employee who has registered with the principal or immediate supervisor an objection to receiving Union may post announcements, notices of meetings, results of Union elections and notices pertaining to nominations and electionsmaterials.
4. The bulletin board shall inter-school mail system will not be used for political purposes or for purposes other than the abovedistribution of material which is not in the best interest of the District.

I. D. The Board will make available copies of Board policies and administrative regulations to the Unionlocal President, the agenda and minutes of all public school Board meetings.
E. Members of the Union elected to attend a function of the State Association such as conventions or educational conferences shall be allowed time off without pay to attend such conferences and/or conventions. No more than two (2) members shall be allowed to attend such conventions or conferences at any one time. The Union shall give at least five (5) days advance written notice of conferences or conventions indicating the names of those attending and the dates of employee absences.
F. The Union shall have the right to examine payroll records pertaining to the computation of compensation of any employee whose pay is in dispute, or any other public record of the Board pertaining to a specific grievance. The employee involved has the option of giving his/her consent in writing to the Union for opening his/her personnel file.
G. The Union and may use the Board mutually agree to provide each other School District interoffice mail for official communications with any information which approval by the Superintendent or his/her designee. Such approval shall not be deemed appropriate in unreasonably withheld unless the processing Union's intended use of any grievance under the provisions of Article VI hereininteroffice violates state or federal law.
H. UNION RIGHTS AND RESPONSIBILITIES. A. A written list of unit officers, committeemen 7.1 The Board agrees to provide space on an existing designated bulletin board in each attendance center and stewards district office. The Union bulletin board shall be furnished used only for Union business matters such as
A. Notice of Union elections and results of such elections;
B. Notice of Union appointments;
C. Notice of Union meetings and reports and minutes thereof;
D. Notices related directly to Union business, which shall not contain primarily political matters or materials containing criticism of or personal attacks upon the Board within fifteen or school personnel. At the time of posting any notices on the Union bulletin board, the Union shall file
(151) days after signing copy of this Agreementsaid notices or materials with the Superintendent for his/her files and records. Any changes All costs incident to preparing and posting of Union material will be borne by the Union. The Union is responsible for posting and removing material on its bulletin board and for maintaining same in such membership shall be transmitted in writing to the Board within fifteen (15) days of such changean orderly and neat fashion.
B. Recognizing that the safety and well-being of students are a paramount responsibility of the school bus drivers, employees shall be expected to exercise reasonable care with respect to the safety of pupils and property and shall discharge their duties and responsibilities to said students and property according to Michigan school laws and Board and administrative policies and directives. Such policies and directives shall not conflict with the provisions of this Agreement or any law of the State of Michigan nor the United States.
C. 7.2 The Union shall have the right to pass out individual notices and to use the regular intra-unit mail facilities as well as computers to e-mail nonpolitical announcements and similar material to the members of the Union. The Superintendent will get copies of any such material for his/her files.
7.3 The Union shall submit each year to the Superintendent or designee a current list of officers and executive board, negotiating committee, and building representatives. Any changes in this list shall be submitted to the Superintendent promptly upon such changes being made.
7.4 The Board agrees that the Union shall have the right to use any school facilities building for meetings providing it has secured outside of the educational support employees' required work day upon forty-eight (48) hour prior request and approval of the Building Administrator or his designee, provided that such use does not interfere with any school or community sponsored activities. The Union will clean up any premises used to the satisfaction of the Building Principal or a charge for the direct cost to the District may be charged the Union. If the association desires to conduct a general membership meeting during contractually obligated time the association, or individual members impacted, will request to hold such meeting. In the event the association needs to hold an informational meeting and some employees would miss contractual time (i.e. after school), the employees impacted (missing contractual time) would speak directly with their supervisors to request to attend said meeting and schedule make up time. In no event shall the employee who has been granted permission be docked contractual hours
7.5 The Board one and the Association agree to evenly split the cost of printing copies of this Agreement. One (1) week copy will be printed for each bargaining unit employee and an additional fifty (50) copies will be printed for distribution to future employees. The Association shall be responsible for distributing copies to current employees and the District will provide a copy of the agreement to each newly employed bargaining unit member. If additional copies are needed the parties will split the cost of printing additional copies evenly. The parties will utilize the printing services selected by the OESPA.
7.6 The Board agrees that the Union staff representative or representatives shall have reasonable access to the premises of the Board for legitimate Union business, upon notice to the Building Administrator by "signing in" at the office.
7.7 Grievance filings and hearings shall be conducted at a time and place which will afford fair and reasonable opportunity for grievance and witnesses entitled to be present, to attend. Such filings and hearings will be scheduled and held on the employee's non-working time.
7.8 The President of the Association or his/her designee shall be given written notice of any regular or special meeting of the Board together with a copy of the agenda or statement of purpose of such meeting at least forty-eight (48) hours prior to the scheduled time of such meeting.
7.9 A copy of the Board of Education minutes shall be mailed or placed in advancethe mailbox of the President of the Association as soon as they have been approved.
7.10 Names and addresses, date of hire, classification, and work site of newly-hired educational support employees shall be provided to the Association President or his/her designee at the time the first payroll is prepared. The Union agrees that any additional president or unusual expense incurred as a result of such use his/her designee shall be reimbursed notified within two (2) payroll periods when an employee(s) leave. By October 1st of each year the District shall provide the Union President or his/her designee a list of educational support employees and the number of workdays and hours each educational support employee is to work. The seniority roster shall be given to the Board by the UnionUnion President no later than February 1st of each year.
D. A bulletin board no smaller than 2' by 3' shall be provided in the bus garage driver lounge area, upon which the Union may post announcements, notices of meetings, results of Union elections and notices pertaining to nominations and elections. The bulletin board shall not be used for political purposes or for purposes other than the above.
E. Duly authorized representatives of the Union, international, local or unit, shall be permitted to transact official Union business on school property provided that they do not interfere with or interrupt work activities or normal school operation. The Union agrees to advise the Board of such meetings, discussions or other activities that it may wish to transact pertinent to the employees and shall transact such business on the employees' own time and in private.

UNION RIGHTS AND RESPONSIBILITIES. Section A. A written list The Board and the Union agree that neither will discriminate against an employee or member because of unit officershis/her race, committeemen and stewards age, creed, sex, color, or national origin.
Section B. The Union shall be furnished to promptly notify the Board within fifteen (15) days after signing of this Agreement. Any changes in such membership shall be transmitted Employer in writing of the names of those persons who have been duly authorized to act on its behalf and the Board within fifteen (15) days authority of each person so authorized. Section D. The Union shall have the right to communicate with bargaining unit members through the use of designated bulletin boards, or sections thereof. All materials shall bear the name of the Board Union and the name of the person authorizing the posting or the distribution thereof. No Union materials of any kind shall be displayed on or about the physical facilities of the Employer except on designated bulletin boards and no displayed materials shall be derogatory to the Employer nor to any employee. The Union shall save and hold the Employer harmless from any and all expenses of liability whatsoever rising out of the preparation and/or distribution and/or use of any materials distributed by the Union or by Union members.
Section E. Employees shall be clean and neat at all times, refrain from the use of tobacco, use no profane language in the presence of school children, and at no time while at work be under the influence of alcohol or drugs.
Section F. All drivers must possess a current driver’s license and be literate.
Section G. The Employer agrees to grant sixteen (16) hours annually of released time, without pay, for Union in-service time, which may be used in accordance with the following guidelines, namely;
1. Attendance at meetings of the Service Employees International Union for the purpose of conducting official SEIU business, including conventions, workshops, schools and other similar activities related to the representation of the employees covered by this Agreement.
2. Not more than one (1) week in advanceperson from a building may be granted Union leave at a time.
3. The Union agrees that any additional or unusual expense incurred as A request for a result of such use leave shall be reimbursed made in writing not less than five (5) working days prior to the Board by the Unionleave.
