Union Rights. Section A. Representatives of the Union will be permitted to transact official business with appropriate representatives of the Employer at all reasonable times provided they follow regular University procedures. Section B. Where facilities, including meeting rooms or equipment, such as duplicating, IT, computing and audiovisual, are available for use by other unions, such facilities or equipment will be available to the Union in accordance with established University procedures. Section C. The University will provide a room (capacity 6-8), free of charge, on the Flint and Dearborn campuses for the use of the Union to meet with their members once per month. The Union will provide the University with proposed dates no later than June 1 for the following academic year. In addition, the Employer shall provide the Union with bulletin board space designated with the Union’s name for its exclusive use in twenty (20) mutually agreed upon areas for the purpose of posting Union notices. Such space in each area will be large enough to hold four (4) 8-½ inch by 11-inch sheets. Ten (10) of these bulletin board spaces will be on the ▇▇▇ Arbor campus, five (5) spaces will be on the Flint campus and five (5) spaces will be on the Dearborn campus. 3. The Employer shall provide a working and reasonably visible Internet link to this Agreement on the University’s website. Section E. Forty-five (45) days prior to the start of each academic year, the University will provide the Union with the names and contact information of persons responsible for scheduling each academic unit’s first new Employee orientation. The Union will make arrangements with the contact person to schedule time at the orientation. The contact person will provide the Union with a one-hour time slot during the orientation. Notification of the orientation will include written notice of the Union’s presentation. The purpose of this time is to inform Employees about the Union’s function, to explain union dues, to recruit departmental stewards and to discuss current bargaining status or any other Union business. At the beginning of each semester, upon the request of the Union, the CRLT Orientation for new faculty will make mutually agreed upon time and space available to the Union for orientation of new Employees. New Employees shall be informed of the presence of the Union at the orientation. Section F. Union representatives may use existing electronic media, including but not limited to telephones and email, for Union business. At the Union’s expense, Union representatives may use unit fax machines for the purposes of administering this Agreement. The Union’s Grievance Chair or other Union officers (as defined in Article VII.B.) may request and be granted a ▇▇▇ photocopy account in their academic unit to make occasional small numbers of copies for purposes of contract administration at the Union’s expense. Section G. United States mail that is received by the Employer bearing the name of the Employee with a correct specific campus address will be distributed to the Employee in the normal manner. Section H. Campus mail will be distributed to Employees in the same manner as it is customarily distributed to other faculty. Section I. Union representatives may distribute Union material to Employee mailboxes. Section J. Provisions of this Article will be administered consistent with PERA and Employer policies, including academic unit time, place and manner policies and practices.

The University will respond to the Union’s request for space as soon as practicable after receipt of persons responsible for scheduling each academic unit’s first new Employee orientationthe request. The Union will make arrangements be responsible for all costs relating to its use of on-campus meeting space including, but not limited to, any overtime costs incurred by the University. 3.4 In addition to the meetings in Section 3.3 above, the Union shall be entitled to hold up to two (2) general membership meetings per academic year in a suitable room furnished by the University on campus, provided: (a) such meeting(s) takes place on a Saturday or during common hours (Monday – Wednesday – Friday 12:15 – 1:10 p.m.; Tuesday – Thursday 3:25 – 4:20 p.m.); and (b) the Union provides at least four (4) weeks’ advance written notice in accordance with the contact person to schedule time second paragraph of Section 3.3 above; and (c) a strike authorization vote will not be taken at such meetings; and (d) in the orientationevent a meeting is held on a Saturday, the Union shall pay the costs incurred by the University for security staff. The contact person will cost presently is $40.00/hour for such services. If the rate changes, the University shall provide the Union with a one-hour time slot during the orientation. Notification of the orientation will include written notice of new rate to the Union’s presentation. The purpose of this time is to inform Employees about the Union’s function, to explain union dues, to recruit departmental stewards and to discuss current bargaining status or any other Union business. . 3.5 At the beginning of each academic year the Union shall provide the University with a list of all its officers and representatives, including their official mailing and e-mail addresses and phone numbers. If there are changes in these positions during the course of the academic year, the Union will advise the University in writing of such changes as soon as possible. 3.6 At the completion of the first full week and at the end of the seventh (7th) week of each Fall and Spring semester, upon the request of the Union, the CRLT Orientation for new faculty will make mutually agreed upon time and space available University shall provide to the Union for orientation a list of new Employeesall bargaining unit members. A bargaining unit member may commence or terminate payroll membership dues deductions by written notice to this Agreement on the University’s websitepayroll office and the Union, which shall take effect no later than the second full pay period after receipt of notice by the payroll office. Notice to terminate dues deductions may be filed between March 1 - 5, July 1 – 5, or October 1 – 5. The University will remit the dues deducted to the Union Financial Secretary of UE Local 1498 within thirty (30) days after the payday covering the pay period of deduction along with a list of the names from whom deductions were made and amounts deducted. Union Rights. Section A. Representatives 10.1 Outside representatives of the Union shall have reasonable access to the University's facilities for the transaction of necessary Union business relating to this Agreement so long as normal business and classroom activities are not disrupted; attempted disruption is also prohibited. The Union agrees to comply with all University regulations and policies regarding the use of University facilities, including following proper procedures for reserving meeting rooms. 10.2 The Union shall have access to meeting space on campus, subject to the same procedures as other campus organizations. 10.3 By October 15 of each year, the Union shall provide a list of those Graduate Assistants who will represent the unit in the adjustment of grievances, the processing of any disciplinary appeals, and in meetings with a Grievant or University representative, as well as in attending to other matters relating to the administration of this Agreement. Such list will be periodically updated as needed. 10.4 Union representatives shall be given reasonable time by the University at all University, School, Department, or Program-level orientations at which Graduate Assistants are expected in order to address Graduate Assistants in attendance. A. The University shall notify the Union of such orientations as soon as practicable, but no later than twenty-one (21) calendar days in advance of each orientation. B. The Union shall notify the University (or the relevant School, Department, or Program) of its intent to send representatives as soon as practicable, but no later than fourteen (14) days in advance of each orientation. C. If an orientation is scheduled without sufficient advance notice to comply with the above deadlines, the University shall notify the Union as soon as the orientation is scheduled, and the Union shall notify the University of its intent to send representatives as soon as practicable, but no later than twenty-four (24) hours in advance. 10.5 The Union shall be permitted to transact official business with post notices pertaining to legitimate and appropriate representatives of the Employer at all reasonable times provided they follow regular Union interests on designated University procedures. Section B. Where facilities, including meeting rooms or equipment, such as duplicating, IT, computing and audiovisual, are available for use by other unions, such facilities or equipment will be available to the Union in accordance with established University procedures. Section C. The University will provide a room (capacity 6-8), free of charge, on the Flint and Dearborn campuses for the use of the Union to meet with their members once per monthbulletin boards. At the beginning of each semester, upon the request of the Union, the CRLT Orientation for new faculty will make mutually agreed upon time and space available to the Union for orientation of new Employees. New Employees shall be informed of the presence of the Union at the orientationadministration. Section F. Union representatives may use existing electronic media, including but not limited to telephones and email, for Union business. At the Union’s expense, Union representatives may use unit fax machines for the purposes of administering this Agreement. The Union’s Grievance Chair or other Union officers (as defined in Article VII.B.) may request and be granted a ▇▇▇ photocopy account in their academic unit to make occasional small numbers of copies for purposes of contract administration at the Union’s expense. Union Rights. Section A. Representatives The University shall notify all new assistants hired to work in the categories covered by this Agreement that the Union is the exclusive representative for all assistants described in Article II. The University shall further notify assistants of the web address at which the current Agreement may be found. B. The University will make available to the Union the name and address, university email address, department(s) of enrollment, job classification(s), University ID number (UIN), appointing department(s), percentage of assistantship(s), and wages in electronic format ten (10) business days before the first pay period in the Fall Semester and five (5) business days after each other pay period, or as soon as practicable, for all new appointments in the classifications covered by this Agreement. C. The Union will be notified at least two (2) weeks in advance of all campus-wide and college scheduled orientations for graduate students, TAs and GAs. Union Rights. Section A. Representatives of the Union will be permitted to transact official business with appropriate representatives of the Employer at all reasonable times provided they follow regular University procedures. Section B. Section C. 6.1 The University will provide to the Union a room (capacity 6-8), free roster of charge, on the Flint and Dearborn campuses all bargaining unit members for the fall, winter, spring and summer quarters within 15 business days from the beginning of each quarter. The list will include, but is not limited to, the date of hire, percentage of FTE, job title, department, and (with the faculty member’s permission) available home addresses and home phone numbers. 6.2 The Union and its direct representatives have the right to use University facilities on a space available basis for the purpose of holding Union meetings and conducting Union business, subject to University policies and procedures and payment of charges for use of the facilities, if any. 6.3 The Union has the right to meet with their members once per monthlease office space on campus, including charges for a telephone/fax line and internet access, for the duration of this agreement. The University will determine the reasonable amount the Union will pay for the resources. The request shall be pursuant to the University’s facilities use policies and procedures. 6.4 Union officers and direct representatives have the right to make de minimis use of University campus mail, fax machines, and the internet for the purpose of bargaining and implementing this Agreement. The Union shall be provided with a designated mail stop. The Union may use copiers to copy materials needed for the administration of this Agreement provided that the Union complies with University payment policies. 6.5 The Union has the right to purchase course releases for the Local Union President. After reviewing staffing viability with the affected ▇▇▇▇(s), the Union may purchase course releases for other Union members. The cost to the Union of such releases will provide be based on past practice negotiated by the ▇▇▇▇▇▇▇ and UFWW President. The Union shall reimburse the University with proposed dates no later than June 1 within 30 days of receipt of the ▇▇▇▇. 6.5.1 The UFWW President shall be paid a stipend of $3,500 during the summer, half of which will be paid by the University for work required by the University and half to be paid by UFWW for responsibilities representing the Union and its employees. Whenever possible the timing of summer work must be mutually agreed upon between the UFWW President and the Administration. 6.5.2 The University shall provide two course releases for the following academic year. Union Rights. Section A. Representatives ‌ 35.01 The University shall provide adequate bulletin boards in appropriate locations which are accessible to employees upon which the Union shall have the right to post notices relating to matters of interest to the Union and the employees. 35.02 The University agrees to acquaint new employees with the fact that a Collective Agreement is in effect, provide them with a copy of the Agreement, and provide the new employee with the name, work location and phone number of the Bargaining Unit President. 35.03 The Union shall inform the Director of Human Resources annually in writing of: the names of its representatives as follows: officers, bargaining committee members, grievance committee members, the address and phone number of its Head Office, and the address and phone number of the Bargaining Unit Office. 35.04 The appropriate Management Officer must be informed of the schedule of all general and committee meetings that take place during the participants’ working hours. 35.05 Members attending meetings during regular working hours will suffer no loss in pay for the time thus spent. Union Rights. Section A. Representatives of 1. Forty-five (45) days prior to the start of each academic year, the University will provide the Union with the names and contact information of persons responsible for scheduling each academic unit’s first new Employee orientation. The Union will make arrangements with the contact person to schedule time at the orientation. The contact person will provide the Union with a one-hour time slot during the orientation. Notification of the orientation will include written notice of the Union’s presentation. The purpose of this time is to inform Employees data about the Union’s function, to explain union dues, to recruit departmental stewards and to discuss current bargaining status or any other Union businessunit as provided in this article. At the beginning of each semester, upon the request University shall provide the Union electronically with the roster of the bargaining unit, including for each member: full name, employee identification number, appointment start date, appointment end date, job title, appointment type (teaching, research or teaching/research combination), percent appointment level, pay step (beginner, masters candidate, PhD candidate), bi-weekly stipend, work department or hiring unit, work location and department head. The University shall also update the roster at least monthly. Section 2. The University will include in its template for GA offer letters a provision by which the GA consents to the disclosure of such information to the Union, . Before implementing such language the CRLT Orientation for new faculty University will make mutually agreed upon time and space available provide it to the Union for orientation review and comment. The Union agrees that it will not re-disclose in violation of new EmployeesFERPA any personally identifiable information from education records that it receives pursuant to this provision. Section 3. New Employees The Union may use the University mail service under the current policy for registered organizations. Pursuant to the policy, the Union understands that it shall pay the regular rate, that its materials may not interfere with other official University obligations, and that such materials shall be informed accompanied by a statement that they are not official publications of the presence University. Section 4. Following ratification and approval by the parties, the University shall publish the collective bargaining agreement on a designated website. Section 5. The Union may arrange for the use of University conference rooms and meeting space on the same basis as other unions recognized by the University. Section 6. The University shall notify newly appointed GAs of their membership in the bargaining unit and shall supply them with the link for the Union’s website where they may access membership information and forms. Section 7. The Union shall furnish the University with a written list of the Union’s officers and other authorized representatives and shall update the list when changes occur. The University shall deal with such individuals as representatives of the Union at for purposes of investigating, presenting and settling grievances in accordance with the orientationprovisions of the collective bargaining agreement. Upon securing permission (such permission shall not be unreasonably delayed or denied) from a supervisor, the representative shall be permitted reasonable time to investigate, present and process grievances on University property during regular working hours. Such activities are not to disrupt University operations. Section F. 8. A reasonable number of Union representatives may use existing electronic media, including but not limited shall be permitted access to telephones and email, for Union business. In the event a vacancy in a Release-Time Union Representative position occurs during a semester, the University and Union will consult concerning arrangements for succession. Section J. Union Rights. Section A. Representatives 5.01 The Board agrees that no Member shall be disciplined, demoted or discharged without just cause. Where the Board deems that a suspension is to be imposed, such suspension must be for a stated, definite reason(s). 5.02 The Board recognizes the right of OSSTF to represent a Member at any meeting when the conduct or competence of the Union Teacher is being considered. 5.02.1 A Member will be permitted to transact official business with appropriate representatives informed of the Employer at all reasonable times provided they follow regular University proceduresright to request representation prior to any meeting which involves or may lead to disciplinary action. The Bargaining Unit shall reimburse the Board for the cost of a supply teacher, if a supply teacher is required and assigned. 5.09 Acceptance of Position blank forms, used for all Members who are subject to this Agreement, shall be accessible to the President of District 10, OSSTF. 5.10 The Board and the Union agree that there shall be no discrimination, interference, restraint or coercion exercised or practised upon any Member because of Union membership. 5.11 The Union shall be allowed to carry out Union business on the Board's premises including, without restricting the generality of the foregoing, Membership meetings, executive meetings, and conferences between Union representatives and Members at times other than the Members’ scheduled instructional time. 5.12 The Board shall not discipline in any way a Member for reporting an incidence of misfeasance, malfeasance, fraud or any other action/inaction on the part of the Board which is believed to be detrimental to the students and/or the employees. 5.13 The Board shall provide a copy of each Member’s updated profile sheet on or about October 31, for the information of the Bargaining Unit. Union Rights. Section A. Representatives 19.01 The Union shall keep the Employer advised in writing with up to date lists of names of Executive Officers and Stewards who are authorized to act on behalf of the Union will with the Employer. Union Rights. Section A. Representatives ‌ 4.1. The Employer agrees to acquaint new employees with the fact that a Collective Agreement is in effect. The Employer agrees to give all new employees a copy of the current Collective Agreement, a welcome letter from the Union and a current list of Union representatives. 4.2. The employer agrees to facilitate the union an opportunity to meet with each new employee within regular business hours (8:30 AM to 5:00 PM), without loss of pay, within the first 2 weeks of employment, to acquaint the new employee with the benefits and duties of Union membership and the Employee's obligations and responsibilities to the Employer and the Union. 4.3. Time without loss of pay shall be granted to the employee representative(s) when meeting with the Employer or his representative on matters concerning the application or administration of this agreement. Time off without pay shall be granted by the Employer to four (4) employees and/or employee representative(s) to attend meetings, conventions, workshops, or other matters pertaining to labour matters directly affecting the Union, provided that seven (7) days written notice is given of the date and duration of such time off. The Employer will not unreasonably deny leave requests for more than a limit of four (4) outlined above. Union Rights. Section A. Representatives ‌ 4.01 The Employer agrees to acquaint new employees with the fact that a Collective Agreement is in effect. The Employer agrees to give all new employees a copy of the current Collective Agreement, a letter from the Union and a current list of Union representatives. Use of representative time shall not be abused by the employee and use of said time will not be unreasonably withheld by the immediate supervisor. Employees may select one of the other Union representatives in the absence of the respective representative who is on authorized leave or is otherwise unavailable. If no Union representative is available, the employee may use an employee of his/her choice. Employees using union release time are responsible for accurate and timely reporting of hours. 6. Union business shall include the investigation of grievances, representation of employees at meetings scheduled and held with management at any step of the grievance procedure, demotion/suspension/termination hearings, attendance at Labor/ Management meetings and monthly Union representative meetings. Only 20 representatives may use unit fax machines release time to attend the monthly Union representative meeting. Prior to the monthly Union representative meeting, the Union may request of the Chief Human Resources Officer that additional representatives be released to attend the meeting. Per diem and/or travel shall not be provided by UMC. Such leave shall not be cumulative from fiscal year to fiscal year. Union Rights. Section A. Representatives 5.1. Union staff shall have reasonable access to the University’s facilities for the transaction of necessary Union business relating to this Agreement, so long as there is no actual or attempted disruption of normal business and classroom activities. The Union agrees to comply with all University regulations and policies regarding the use of University facilities, including following proper procedures for reserving meeting rooms. 5.2. The Union shall have access to space on campus for the purpose of conducting Union meetings, subject to University procedures regarding reservation and use of space. The list will include, but is not limited to, the date of hire, percentage of FTE, job title, department, and (with the faculty member’s permission) available home addresses and home phone numbers. 6.2 The Union and its direct representatives have the right to use University facilities on a space available basis for the purpose of holding Union meetings and conducting Union business, subject to University policies and procedures and payment of charges for use of the facilities, if any. 6.3 The Union has the right to meet with their members once per monthlease office space on campus, including charges for a telephone/fax line and internet access, for the duration of this Agreement. The University will determine the reasonable amount the Union will pay for the resources. The request shall be pursuant to the University’s facilities use policies and procedures. 6.4 Union officers and direct representatives have the right to make de minimis use of University campus mail, fax machines, and the internet for the purpose of bargaining and implementing this Agreement. The Union shall be provided with a designated mail stop. The Union may use copiers to copy materials needed for the administration of this Agreement provided that the Union complies with University payment policies. 6.5 The Union has the right to purchase course releases for the Local Union President. After reviewing staffing viability with the affected ▇▇▇▇(s), the Union may purchase course releases for other Union members. The cost to the Union of such releases will provide be based on past practice negotiated by the ▇▇▇▇▇▇▇ and UFWW President. The Union shall reimburse the University with proposed dates no later than June 1 within 30 days of receipt of the bill. 6.5.1 The UFWW President shall be paid a stipend of $3,500 during the summer, half of which will be paid by the University for work required by the University and half to be paid by UFWW for responsibilities representing the Union and its employees. Whenever possible the timing of summer work must be mutually agreed upon between the UFWW President and the Administration. 6.5.2 The University shall provide two (2) course releases for the following academic year. If space is unavailable on Union to assist the requested datesUnion’s efforts to advance the mission of the University outside the collective bargaining and grievance processes. 6.6 In the interest of promoting sustainable practices, the University will identify alternative dates. 1. The Union may post notices on existing bulletin board space which is not reserved for specific purposes, but in no case shall the Union be denied space sufficient to post one (1) 8 ½ inch by 14 inch sheet in an academic unit employing Employees. 2. In addition, the Employer shall provide the Union with bulletin board space designated with the Union’s name for its exclusive use in twenty (20) mutually agreed upon areas for the purpose a copy of posting Union notices. Such space in each area will be large enough to hold four (4) 8-½ inch by 11-inch sheets. Ten (10) of these bulletin board spaces will be on the ▇▇▇ Arbor campus, five (5) spaces will be on the Flint campus and five (5) spaces will be on the Dearborn campus. 3. The Employer shall provide a working and reasonably visible Internet link to this Agreement on the University’s Human Resources website. The University will provide copies of the contract to individuals charged with administering the contract. Section E. Forty6.7 Faculty members who are Union officers, delegates, or alternates shall be allowed time off to attend Union-sponsored meetings, provided the time off does not interfere with University operating needs and does not disrupt the faculty members’ teaching or librarianship responsibilities. Expenses incurred will not be reimbursable by the University. 6.8 The Union shall be furnished a copy of the agenda and other public information assembled for the regular and special meetings of the Board of Trustees. These materials shall be provided at the same time they are provided to the public. The Board of Trustees Rules of Operation apply to participation in Board meetings. 6.9 The University will provide space on existing bulletin boards in each major academic building for the posting of official notices of the Union regarding Union meetings or elections. Material posted on the bulletin board will be appropriate to the workplace, politically non- partisan, in compliance with the State’s ethics laws, and be signed and dated by a duly authorized representative of the Union. The University may remove any posting after forty-five (45) days prior to the start of each academic year, the University will provide the Union with the names and contact information of persons responsible for scheduling each academic unit’s first new Employee orientation. The Union will make arrangements with the contact person to schedule time at the orientation. The contact person will provide the Union with a one-hour time slot during the orientation. Notification of the orientation will include written notice of the Union’s presentation. The purpose of this time is to inform Employees about the Union’s function, to explain union dues, to recruit departmental stewards and to discuss current bargaining status or any other Union business. At the beginning of each semester, upon the request of the Union, the CRLT Orientation for new faculty will make mutually agreed upon time and space available to the Union for orientation of new Employees. New Employees shall be informed of the presence of the Union at the orientationdays. Section F. Union representatives may use existing electronic media, including but not limited to telephones and email, for Union business. At the Union’s expense, Union representatives may use unit fax machines for the purposes of administering this Agreement. The Union’s Grievance Chair or other Union officers (as defined in Article VII.B.) may request and be granted a ▇▇▇ photocopy account in their academic unit to make occasional small numbers of copies for purposes of contract administration at the Union’s expense. Section G. United States mail that is received by the Employer bearing the name of the Employee with a correct specific campus address will be distributed to the Employee in the normal manner. Section H. Campus mail will be distributed to Employees in the same manner as it is customarily distributed to other faculty. Section I. Union representatives may distribute Union material to Employee mailboxes. Section J. Provisions of this Article will be administered consistent with PERA and Employer policies, including academic unit time, place and manner policies and practices.

Union Rights. Section A. Representatives The University shall notify all new assistants hired to work in the categories covered by this Agreement that the Union is the exclusive representative for all assistants described in Article II. The University shall further notify assistants of the web address at which the current Agreement may be found. B. The University will make available to the Union the name and address, university email address, department(s) of enrollment, job classification(s), University ID number (UIN), appointing department(s), percentage of assistantship(s), and wages in electronic format ten (10) business days before the first pay period in the Fall Semester and five (5) business days after each other pay period, or as soon as practicable, for all new appointments in the classifications covered by this Agreement. C. The Union will be notified at least two (2) weeks in advance of all campus- wide and college scheduled orientations for graduate students, TAs and GAs. The Union will be placed on the agenda and be given fifteen (15) minutes at such orientations, unless the Union otherwise notifies the University. Upon request, and by mutual agreement, the Union will be permitted placed on the agenda and given fifteen (15) minutes at the end of scheduled Unit and Department orientations. Any Department or Unit that employs ten (10) or more TAs, GAs or any combination thereof may not deny the Union’s request to transact official business with appropriate representatives speak at their orientation. For the purposes of this Article, an orientation shall be defined as events satisfying any of the Employer at all reasonable times provided they follow regular University procedures. Section B. Where facilities, including meeting rooms or equipment, such as duplicating, IT, computing and audiovisual, are available for use by other unions, such facilities or equipment will be available to the Union in accordance with established University procedures. Section C. The University will provide a room (capacity 6-8), free of charge, on the Flint and Dearborn campuses for the use of the Union to meet with their members once per month. The Union will provide the University with proposed dates no later than June 1 for the following academic year. Any event that is mandatory and addressing job duties of first time graduate students and/or graduate employees. D.
