In particular, Utel's mission is: to construct, implement, own and operate international telecommunications switches, long-distance telephone exchanges, as well as transmission and related facilities in Ukraine; to modernize existing (and construct and operate new) earth stations for use in conjunction with various satellite systems; to work to develop local networks in Ukraine; and to carry out foreign economic activity in connection with these and other areas.
