Waiver or Extension of Time; Time for Discussions and Hearings. (a) The time limitations for presentation and resolution of grievances as provided herein may be waived or extended by mutual agreement of the parties involved. (b) No employee organization other than the Union will be allowed to initiate or represent a grievant in the processing of grievances. (c) All proceedings pursuant to this Article shall be held, to the extent practicable, during regular working hours.
