Wheels. The following are acceptable conditions for aluminum/alloy wheels, stamped and steel wheels with appropriate charges: a) Non-chargeable conditions i) The face of the wheel may have light scratches or scuffs to the surface not penetrating through to the base material. ii) Light scratches or scuffs within one inch of the outside edge of the wheel are acceptable provided they do not, in total, exceed one-third of the circumference of the wheel and can be removed with light sanding. b) Chargeable conditions
