Where a Customer is facing a security deposit requirement resulting from a poor payment history as defined under S. 9.02, the amount of security will be calculated on the highest monthly bill occurring in the last 12 months. Where a Customer is facing a security deposit requirement resulting from a poor payment history as defined under S. 9.03, S. 9.04 or S. 9.05, the amount of security will be calculated on the average monthly bill occurring in the last twelve (12) months times the billing cycle factor.
