Administering District: a district that adopts the provisions contained in sections 3, 4, 5, 6, 7 and 8 of this rule for one or more of the equipment categories listed in section 2 of this rule, and in which the owner or operator of a portable emissions unit files an application for registration.
An Administering District may amend an Original Contract in a manner that is substantially equivalent to this Rule.
