Carrier Party. Any entity authorized or permitted under the laws of its respective country, to acquire and, if applicable, use facilities for the provision of international telecommunication services. Initial Design Capacity: The Initial Design Capacity of each Segment of the System shall consist of four (4) fiber pairs providing a minimum of sixteen (16) Basic System Modules (eight will be used for service and the remaining eight will be used for restoration) initially supplying STM-1's or any increase as determined form time to time by the Grantor in its sole discretion.
