Category 5 definition

Category 5 means a project of greater than 2 MW.
Category 5 means those affected lands and support facilities if coal was not removed from those lands prior to May 3, 1978 (the effective date of OSM’s Initial Regulatory Program) or those lands were used on or after May 3, 1978 to facilitate mining (including support facilities and associated lands constructed before May 3, 1978 but still in use on or after May 3, 1978.)
Category 5 means lower than BBX- xx X&P and lower than Baa3 by Moody's.
