Collection of information means, ex- cept as provided in § 1320.4, the obtain- ing, causing to be obtained, soliciting, or requiring the disclosure to an agen- cy, third parties or the public of infor- mation by or for an agency by means of identical questions posed to, or iden- tical reporting, recordkeeping, or dis- closure requirements imposed on, ten or more persons, whether such collec- tion of information is mandatory, vol- untary, or required to obtain or retain a benefit. ‘‘Collection of information’’ § 1320.3includes any requirement or request for persons to obtain, maintain, retain, report, or publicly disclose informa- tion.
