Each Annual Work Program and corresponding Annual Budget shall be broken down into the various Exploration Operations and, as applicable, the Appraisal operations for each Appraisal Area and the Development and Production Operations for each Development and Production Area.
Petroleum Costs for Exploration, Development and Production Operations as detailed above shall be separately identified for each Development and Production Area.
THE CONTRACTOR will begin said Development and Production Operations in accordance with the schedule presented.

In the exercise of this right, THE CONTRACTOR will perform the activities and conduct the operations that are the purpose of this Agreement, at its sole cost and risk, providing all necessary resources to project, prepare and perform all activities and Exploration, Assessment, Development and Production Operations in the Contract Area.
The Development and Production Operations of the Annual Operations Plan mentioned in letter (a) above are of mandatory performance.
Such assignment, transfer, or other disposition shall be subject to the payment of a non-recoverable, non-deductible fee (“Transfer Fee”) of (i) one percent (1%) of Book Value of the assignment, transfer, or disposition when such occurs during the Exploration Periods, and (ii) two percent (2%) of Book Value of the assignment, transfer, or disposition when such occurs during Development and Production Operations, and other non-monetary requirements stipulated in the authorization issued by the Ministry.
