Franchisee agrees to make available within the corporate limits of the City of Lincoln all books, maps, papers, and records pertaining to its business carried on by it in or through the Franchise Territory, for the purpose of affording the City the opportunity to enforce the terms of this Ordinance and particularly to collect its franchise fee and other parts of this Ordinance.
Once the City Council has declared that the Franchise is forfeited, the former Franchisee shall have no rights to provide Residential collection service in any Franchise Territory within the Portland Urban Services Boundary, nor shall the Franchisee retain any right to sell, transfer or otherwise convey the former Franchise.
