Government Access definition

Government Access means Access where governmental institutions or their designees are the primary users having editorial control over programming and services.
Government Access means Access where governmental institutions are the primary or designated Programmers or users having editorial control over their Programming; and
Government Access or "Government Use" means access where government institutions or their designees are the primary or designated programmers or users having editorial control over their programming.
