Housing First definition

Housing First model or project means a particular housing approach that moves the homeless individual or household immediately from the streets or homeless shelters to their own apartments instead of using intermediate levels of housing such as transitional housing programs and then providing Supportive Services in a manner that emphasizes a non-coercive approach.
Housing First has the same meaning as in Section 8255 of the Welfare and Institutions Code, including all of the core components listed therein.
Housing First means the evidence-based model that uses housing as a tool, rather than a reward, for recovery and that centers on providing or connecting homeless people to permanent housing as quickly as possible. Housing First means a program that provides clients with immediate access to independent permanent housing and supportive services without prerequisites for sobriety or participation in psychiatric treatment. Clients in housing first oriented programs may choose the frequency and type of services they receive and refusal of services will have no consequence for their access to housing or on continuation of their housing and supportive services.
