For the avoidance of doubt such residual Surplus shall be a positive sum of money and shall not be equal to or more than 100% of the cost to the developer/s of the relevant Viability Review Phase of providing one Affordable Housing Unit of whatever type tenure or size within that Viability Review Phase.

Such proportions shall be expressed as a percentage (in column 2 of Table 3) of the total quantum of the Affordable Housing Units in that Viability Review Phase comprising the Additional Affordable Housing Provision (if any).
