Between January 2006 and May 2007, England and Wales' Ministry of Justice commissioned the Matrix Knowledge Group (a consultant group specialising in data analysis for health and justice within the criminal justice system) to undertake an independent process evaluation of the two pilot DCs in West London and Leeds, examining their functioning, impact, and value for money, to identify and resolve operational issues and thus enable the wider implementation of DCs (Matrix Group, 2008).
