Lead Designer means the designer (in house or consulting firm)

If the Lead Designer is structured as a Joint Venture, the following requirements shall apply: (i) the Joint Venture shall be comprised of no more than three members or joint venturers and (ii) the Offeror shall identify in its SOQ a single member or joint venturer that will serve as the managing joint venturer for the Joint Venture.
