The Marketing and Tenant Selection Plan shall not be amended without prior written consent of the Issuer.
The Borrower shall at all times comply with the Marketing and Tenant Selection Plan and all requirements of the Act and the rules and regulations promulgated by the Issuer thereunder.

Governmental Lender agrees to exercise reasonable efforts to assist Borrower in connection with the implementation of the Marketing and Tenant Selection Plan; provided, however, Governmental Lender shall not be under any obligation to incur any out-of-pocket expenses in connection therewith.
The Marketing and Tenant Selection Plan may allow an applicant to refuse an available Unit for good cause without losing standing on the Waiting List but shall limit the number of refusals without cause as approved by the City.
