Additionally, City has entered into that certain Lease and Operating Agreement (“Lease and Operating Agreement”) by and between the Board of Regents of the University of Nebraska and the City for the lease of Basketball Space and other defined leased improvements within the West Haymarket Arena [n/k/a “Pinnacle Bank Arena”] (“Arena”) and designated basketball related parking spaces in the Parking Improvements located on the Arena Site.
This area is reflecting a net over expenditure of $1.1 million as follows:• Decreased parking user fees of $1.1 million.• Under expenditure in the contribution to the Parking Improvements Reserve Fund of$800,000 because of the reduced revenues.• Decreased user fee and licensing revenues totaling $700,000.
Please note that six additional projects (135-422) Warren Tech School Improvements), (136-422) Modular Buildings & Parking Improvements), (137-422) Terry Mill Elementary School, (138-422) Warren Tech School Improvements, (516-422) Elementary School Prototype Development), & (517-422) Feasibility Study),have been added to the E-SPLOST IV program, per an October 2015 Board action.
The Parking Improvements shall be constructed within the bounds of the Leased Premises; provided that required work beyond the Leased Premises for utilities or access shall not be considered a violation of this provision.
This should not be limited to generating sufficient private finance flows and investment, but should entail generating the policy developments and the capacity on the ground necessary to deliver complex projects at scale.
