In the event that a registrar is unable to conduct EPP transactions with the registry for the TLD because of a fault with the Registry Service and is unable to either contact (through ICANN mandated methods of communication) the Registry Operator, or the Registry Operator is unable or unwilling to address the fault, the registrar may initiate an emergency escalation to the emergency operations department of ICANN.
Registry Operator may offer the Domain Name Monitoring service, which is a Registry Service that allows the registrant of a domain name to obtain monitoring information collected by the Registry Operator for that particular domain name.
In particular, a Registry Service offered through an SRP must provide the same Registration Data; offer the same functionality; and be subject to the same specifications, service-level requirements, and emergency transition thresholds (as specified in Specification 10) as the corresponding primary Registry Service offered by the Registry Operator.
Registry Operator may offer the Domain Availability Service, which is a Registry Service that allows Registrars to query the availability of a domain name using a protocol defined by the Registry Operator.
Registry Operator may offer the Registration Data Change Notifications service, which is a Registry Service that allows the registrant and the administrative contact of the domain name to promptly receive notifications when the registration data of a domain name is changed.
Registry Operator may offer the Lightweight RDDS service, which is a Registry Service that allows Registrars to query the availability of a domain name using the "Finger" protocol as defined in RFC1288.
For purposes of this Agreement, an effect on security by the proposed Registry Service shall mean (1) the unauthorized disclosure, alteration, insertion or destruction of Registry Data, or (2) the unauthorized access to or disclosure of information or resources on the Internet by systems operating in accordance with all applicable standards.
Such notice shall include the provision of information on pricing, starting date and any additional terms and conditions regarding the new Registry Service.
Following such referral, ICANN shall have no further responsibility, and Registry Operator shall have no further obligation to ICANN, with respect to any competition issues relating to the Registry Service.
If such a referral occurs, the Registry Operator will not deploy the Registry Service until 45 calendar days following the referral, unless earlier cleared by the referred governmental competition authority.
