Request for Best and Final Offer means a multi-stage procurement process that contemplates a final stage whereby the short-listed vendors may submit a best and final offer for the City’s evaluation and final selection. (120-10)
Request for Best and Final Offer means a request of the requirements of the Procurement in the final form to all Offerors still under consideration.
