SENATOR XXXXXX. I' ll give you a little history on this, at the time that 1357 was passed we were headed for six or seven hundred different kinds of organizations in the State of Nebraska, all of them dealing with the same sub)cot matter, dealing with our resources. At that time there was a strong feeling that we needed to stop this onward movement to form more and more kinds of districts. As a resul t t he idea of dividing the State of Nebraska into 24 districts, that would absorb these other districts, at that time the ground water conservation districts were in effect and were doing a pretty good gob. They asked to be left out of this bill in that they already were assessing a mill, or less than a mill, whatever. They felt that they should be allowed to remain, for the time being, until the NRD's got on their feet. Then a number of these said that we think that some time in the future we' ll be glad to, by petition, come under LB 1357. All right. As a result of that they have not yet done this. So here we are.

W h a t I am asking you, specifically, now is if the soybeans could be grown cheaper in Brazil, should they be the o n es that g row them and we sho u l d n o t gr ow a nythin g i n N e b r a s k a ?
