State veterans cemetery means a cemetery operated and maintained by a State or territory for the benefit of de- ceased eligible veterans or eligible family members.

VA Form 40–1330 re- quires the applicant to provide infor- mation about the decedent, inscription preferences, and placement of head- stone or marker. There is a space in the Remarks section of VA Form 40– 1330 for applicants to clarify informa- tion or make special requests, to in- clude an emblem of belief that is not currently available.
