The Parties further agree to form a joint study committee comprised of three (3) appointees from each Party to study, review and make recommendations for changing the current procedures to the President of the Union and to the Chief Operating Officer of the District. The Committee will be formed no later than January 1, 2011 with a target date of March 30, 2011 to complete its tasks.
