Apprenticeship Requirements and Utilization Goals. The Contractor shall ensure that no less than fifteen percent of the total Contract labor hours utilized, per craft, on the Project are performed by Apprentices registered with the Washington State Apprenticeship and Training Council (WSATC). Consistent with any restrictions contained in applicable state or federal law and regulations, including those governing equal employment opportunity, prevailing wage and apprenticeship requirements and limitations, the parties will jointly use good faith efforts or best efforts, to meet or exceed the following project requirement for apprenticeship utilization:
