ASSOCIATION RIGHTS AND PRIVILEGES. A. The Board shall grant one (1) day per month of release time at the discretion of the Superintendent to the President of the Association with pay, so that he may perform his functions as President of the Association. B. The Board shall provide up to three (3) hours per month of release time at the discretion of the Superintendent to an Association representative designated by the Association in each building to perform his functions as Association representative in the enforcement of this Agreement. Said time shall be in addition to regularly scheduled preparation time and lunch period as provided in this Agreement. This time will not be accumulated. C. The Association and its representatives shall request in writing the right to use the school buildings at all reasonable hours for meetings. The Association shall pay the custodian for opening and being in the building at the time of use. However, if the building is used during the regular time the custodian is on duty, the Association will not have to provide payment. The Principal of the building in question shall be notified in advance of the time and place of such meeting. D. The Board agrees to make available to the Association, upon request, all information in the public domain in its possession which is needed by the Association to carry out its duty of representation of members of the bargaining unit. E. Representatives of the Association shall be permitted to transact official Association business on school property after the normal working day. F. The Association shall have the right to use school facilities and equipment, including typewriters, instructional computers, other duplicating equipment, calculating machines, and all type of audio-visual equipment at reasonable times, when such equipment is not otherwise in use. The Association shall pay for reasonable cost of all materials and supplies incidental to such use. G. The Association shall have the right to use the inter-school mail facilities and school mail boxes. At no time shall the Association use these facilities for slander material, derogatory materials, job action notices or such against the Board or its representatives.

The Association and its representatives shall have the right to use school buildings at all reasonable hours for meetings. Use of the buildings shall be arranged according to current Board policy then in effect. D. The Association shall have the right to use school facilities and equipment, including typewriters, instructional computers, copy machines, other duplicating equipment, calculating machines, and all type types of audio-visual equipment at reasonable times, when such equipment is not otherwise in use. The Association shall pay for the reasonable cost of all materials materials, supplies and supplies incidental equipment repair incident to such use. G. E. The Association shall have the right to use the inter-school mail facilities and school mail boxesboxes as it deems necessary and without the approval of the building principals or other members of the administration. At The Board assumes no time shall responsibility for delivery. F. The rights and privileges of the Association use these facilities for slander materialand its representatives as set forth in this Agreement shall be granted only to the Association as the exclusive representative of the employees, derogatory materialsas defined in the unit, job action notices and to no other organizations, so long as this Agreement is in existence. G. Whenever any representative of the Association or such against any employee is mutually scheduled by the Association and the Board to participate during working hours in negotiations or its representativesgrievance proceedings, the employee shall suffer no loss in regular compensation for the employee’s normal work day.

Representatives of the Association NEA shall be permitted to transact official Association business on school property after at all reasonable times and with advance notice given to the administration, provided that this shall not interfere with or interrupt any employee's job function or normal working dayschool operation or extracurricular activities. F. C. The Association and its representatives with the approval of the building principal shall have the privilege to use school buildings at all reasonable hours for meetings, provided that this shall not interfere with or interrupt normal school operation. The principal, of said building shall be notified in writing in advance of the time and place of all such meetings. Such notification shall be made at least 48 hours in advance of such meeting, with, response by the administrator within 24 hours except in an emergency, and then an alternative site would be given. D. The Association shall have the right privilege to use use, for Association business and with permission from the principal, and/or immediate supervisor, school facilities and equipment, including typewriters, instructional computers, photocopying machines and other duplicating equipment, calculating machines, machines and all type types of audio-visual equipment at all reasonable times, times and by qualified personnel when such equipment is not otherwise in use. Permission shall not be arbitrarily denied. The Association shall pay for the reasonable cost of all materials and supplies incidental incident to such use. G. E. The Association shall have the right privilege to use the inter-school interschool mail facilities and school mail boxes. At no time shall mailboxes, as it deems necessary for Association business and without approval of the building principals or other members of the Administration. F. The Board agrees to furnish to the Association use these facilities in response to reasonable requests from time to time available information of public record that may be necessary for slander material, derogatory materials, job action notices or such against the Board or Association to process grievances and to prepare for collective negotiating. G. The Rights and Privileges of the Association and its representativesrepresentatives as set forth in this agreement shall be granted only to the Association as the exclusive representative of the Non-Certificated Staff.

In the event there are any changes in the membership, the officers, or the members of the committees of the Association, upon request, all information in the public domain in its possession which Association shall immediately notify the Board of such change. B. Whenever any representative of the Association or any teacher is needed mutually scheduled by the Association parties to carry out its duty of representation of members of the bargaining unitparticipate during working hours in negotiations, grievance proceedings, conferences, or meetings, he/she shall suffer no loss in pay. E. C. Representatives of the Association, the New Jersey Education Association, and National Education Association shall be permitted to transact official Association business on school property after the at all reasonable times, provided that this shall not interfere with or interrupt normal working dayschool operations or extra-curricular activities. F. D. Upon prior approval of the Business Administrator or his/her designee, the Association and its representatives shall have the privilege to use school buildings at all reasonable hours for meetings, provided that this shall not interfere with or interrupt normal school operation or extra- curricular activities, and provided there is no substantive cost to the Board. The Principal of the building so used shall be notified, in writing at least one working day in advance, except in an emergency, of the time and place of all such meetings. E. With advance notification given to the Principal and upon approval by the Principal, the Association shall have the right privilege to use school facilities and equipment, including typewriters, instructional computersmimeographing machines, other duplicating equipment, calculating machines, machines and all type types of audio-visual equipment at reasonable times, when such equipment is not otherwise in use. The Board agrees to make available to the Association, upon request, all information in the public domain in its possession which is needed by the Association to carry out its duty of representation of members of the bargaining unit. E. Representatives of the Association representatives shall be permitted to transact official Association business on school property after the normal working day. F. The Association shall have the right to use school facilities and equipmentequipment for unit business, subject to administrative approval, including typewriters, instructional computerscopiers, other duplicating equipment, calculating machines, machines and all type types of audio-visual equipment at reasonable times, times when such equipment is not otherwise in use, provided however, that such use shall not be during the unit members’ work hours or for the purpose of promoting a job action. The Association shall pay for the reasonable cost of all materials materials, supplies and supplies incidental equipment repair incident to such use. G. C. The Board agrees to deduct from the paychecks of unit employees who are members of the Association, Association membership dues and to remit same to the Association. Such deduction shall be made in Accordance with the provisions of N.J.S.A. 52:14-15.9(e), upon written authorization of such individual unit employees, and shall be limited to Association membership dues only. The Association shall indemnify, defend and save harmless the Board against any and all claims, demands, suits or other forms of liability that shall arise out of or by reason of action taken by the Board in reliance upon salary deduction authorization cards submitted for individual unit employees by the Association to the Board. D. Whenever any Association representative or unit employee is mutually scheduled by the parties to participate during working hours in grievance proceedings, administrative conferences or meetings, he or she will suffer no loss in pay. E. The Association shall have the right to of reasonable use of the inter-school mail facilities and school mail boxes. At no time shall boxes for Association communications. F. If during his or her normal working hours it becomes necessary for an Association officer to be called from his or her normal duties in order to represent a unit employee or the Association use these facilities before the Administration, such officer shall suffer no loss in pay. G. The Association, shall be allowed up to six (6) days annually for slander materialthe sole purpose of conducting Association business. However, derogatory materialsthe Superintendent shall have the right to require an explanation as to what type of Association business (i.e. negotiations, job action notices or grievance investigation, grievance hearing, etc.) is to be conducted when such against the Board or its representativesrelease time is requested.

Any dispute concerning costs assessable to the Association under this paragraph shall be resolved by the Association first paying any reasonable amount stated by the Board and thereafter, if necessary, submitting such dispute for resolution by arbitration or any other procedure agreed to by the parties. G. C. The Association shall have, in each school building, adequate use of a bulletin board in each faculty lounge. The Association shall also be assigned adequate space on the bulletin board in the central office of the school district for Association notices. D. The Association shall have the right to use the inter-school mail facilities and school mail boxes. At no boxes provided, however, that school mail shall have priority. E. The Superintendent may, from time shall to time, grant release time to the President of the Association use these facilities or his designee, for slander materialthe performance of duties pertaining to his office upon advance requests made by him therefore. F. The Board shall permit a faculty representative designated by the Association in each building to perform his functions before school begins, derogatory materialsafter school ends, job action notices or during his lunch period, as Association representative in the enforcement of this Agreement, except that such against functions shall not interfere with the Board or its representativesnormal operations of the school district, nor shall they interrupt the instructional progress being presented in any classrooms in the building.

Representatives of the National Education Association shall be permitted to transact official Association business on school property after at reasonable times provided that notification has been given to the normal working daybuilding principal. The Association shall have the exclusive use of a bulletin board in each faculty lounge in each building for internal Association activities. D. The Association shall have the right to a reasonable use of school mailboxes as it deems necessary for distribution of Association related materials. E. The rights and privileges of the Association and representatives as set forth in this Agreement shall be granted only to the Association as the exclusive representative of the teachers and to no other organization. F. The Board shall send to the Association copies of all bulletins that go out to personnel represented by the Association. G. The Association may appoint a member of the Committee which plans the orientation program. H. The Association shall have the right to use school facilities and equipment, including equipment designed for teacher use for internal Association matters on a reasonable basis. The use of equipment shall include typewriters, instructional computersmimeographing machines, other duplicating equipment, calculating machines, and all type types of audio-visual equipment at reasonable times, times when such equipment is not otherwise in useuse and the result of this equipment will be for distribution members. The Association shall pay for reasonable the actual cost of replacement of all materials and supplies incidental incident to such use, and for any repairs necessitated as a result thereof. G. The Association shall have the right to use the inter-school mail facilities and school mail boxes. At no time shall the Association use these facilities for slander material, derogatory materials, job action notices or such against the Board or its representatives.

If, in processing a grievance, parent or guardian consent is necessary for disclosure of representation any information of members any school records, whether public or not, the Association shall furnish to the Board written consent from each parent or guardian of each student involved for disclosure of information contained in said records. B. Whenever any representative of the bargaining unitAssociation or any employee is mutually scheduled by the parties to participate during working hours in negotiations, grievance proceedings, conferences, or meetings, he shall suffer no loss in pay. E. C. Representatives of the Association, the New Jersey Education Association, and the National Education Association shall be permitted to transact official Association business on school property after the property, provided that this shall not interfere with or interrupt normal working dayschool operations. The meeting place will be arranged at least one week in advance with the building principal. Arrangements for emergency meetings may be made in advance as needed. E. The Association shall have the right be able to use school facilities and equipmentequipment within both buildings, including typewriters, instructional computers, other duplicating equipment, calculating machines, machines and all type types of audio-visual equipment equipment, at reasonable times, when such equipment is not otherwise in use. The Association shall pay for the reasonable cost of all materials and supplies incidental incident to such use. F. The Association shall have, in each school building, the exclusive use of a bulletin board in each employee lounge. G. The Association shall have the right to use the inter-school mail facilities and school mail boxes. The Board may grant leave with pay to the president of the Association use these facilities for slander material, derogatory materials, job action notices or such against as requested during his term of office. I. The president of the Board or its representativesEducation Association may designate himself to serve as a member of any committee in which the Association is represented.

C. Representative of the Association, upon request, all information in the public domain in its possession which is needed by the Association to carry out its duty of representation of members of the bargaining unit. E. Representatives of the Association shall be permitted to transact official Association business on school property after at all reasonable times with official approval, provided that there is no interruption of the normal school program. D. The Association and its representatives shall have the right to use school buildings at all reasonable hours for meetings upon the approval of the principal and Superintendent during the normal working dayhours of a custodian. Any costs incurred because of custodial overtime shall be borne by the Association. F. E. The Association shall have the right to use school facilities and equipment, including typewriters, instructional computers, other duplicating equipment, calculating machines, and all type of audio-visual equipment at such reasonable times, times when such equipment is not otherwise in use. The Association shall pay for the reasonable cost of all materials and supplies incidental incident to such use. G. F. The Association shall have the right to use the inter-school mail facilities and the school mailboxes, with good judgment, except where it interferes with the orderly transmission of inter-school mail. The Association shall not utilize inter-school mail boxes. At no time shall deliveries for the distribution of material relating to candidates seeking public office. G. The rights and privileges of the Association use these facilities for slander material, derogatory materials, job action notices or such against and its representatives as set forth in this Agreement shall be granted only to the Board or Association as the exclusive representative of its representativesmember and to no other organizations.

ASSOCIATION RIGHTS AND PRIVILEGES. A. B. Said time shall be in addition to regularly scheduled preparation time and lunch period as provided in this Agreement. This time will not be accumulated. C. The Association and its representatives shall request in writing the right will be given permission to use the school district buildings at all reasonable hours for meetings. The Association shall pay the custodian for opening and being in the building at the time of use. However, if the building is used during the regular time the custodian is on duty, the Association will not have to provide payment. The Principal of the building in question Superintendent shall be notified at least two (2) days prior to the meeting, except in advance cases of emergency, of the time and place of such meetingmeetings and his/her approval shall not be unreasonably withheld. B. Any additional cost beyond normal operational costs incurred in keeping a facility open or available for Association use shall be borne by the Association. C. In its discretion, the Board may allow Association use of other facilities and equipment from time to time. It is expressly understood that the Board is under no obligation to do so and that the cost of any supplies shall be borne by the Association. D. The Board agrees to make available to Association will have the Associationuse of a secured file cabinet stored at the GCSSSD Annex, upon request, all information in the public domain in its possession which is needed by the Association to carry out its duty of representation of members of the bargaining unitHuman Resources office. E. Representatives of The Association shall have the right to use the interschool mail facilities, school mailboxes, and the District’s electronic mail system as it deems necessary for the Association shall be permitted to transact official Association business on school property after the normal working dayconsistent with U.S. Postal regulations. F. The Association shall have the right right, with administrative approval, to use school facilities and equipment, on-site equipment including typewriters, instructional teaching staff computers, other duplicating equipmenttypewriters, calculating machines, and all type types of audio-visual equipment at reasonable times, times when such equipment is not otherwise in use. The Association representative in each building shall pay for reasonable cost of all materials and supplies incidental to secure permission from the administrator in charge if he/she is available in the building or otherwise such useadministrator shall be advised as soon as reasonably possible. G. The Association Board shall have the right to use the inter-school mail facilities and school mail boxes. At no time shall permit the Association use these facilities President to visit (after school hours) the schools, to investigate working conditions, employee complaints or problems, or for slander material, derogatory materials, job action notices or such against any other purpose relating to the Board or its representativesterms and conditions of this Agreement. The Board agrees to make available furnish to the Association, upon requestin response to reasonable requests from time to time, all available information in the public domain concerning the financial resources of the district, including annual financial reports and audits, agendas and minutes of all Board meetings, enrollment projections and employee directory, as well as copies of those records not in its possession the public domain, which is needed by may be necessary for the Association to carry out its duty process a grievance. If, in processing a grievance, parent or guardian consent is necessary for disclosure of representation any information of members any school records, whether public or not, the Association shall furnish to the Board written consent from each parent or guardian of each student involved for disclosure of information contained in said records. B. Whenever any representative of the bargaining unitAssociation or any employee is mutually scheduled by the parties to participate during working hours in negotiations, grievance proceedings, conferences, or meetings, he shall suffer no loss in pay. E. C. Representatives of the Association, the New Jersey Education Association, and the National Education Association shall be permitted to transact official Association business on school property after the property, provided that this shall not interfere with or interrupt normal working dayschool operations. F. D. The Association and its representatives shall be able to use school buildings at all reasonable hours for meetings. The meeting place will be arranged at least one week in advance with the building principal. Arrangements for emergency meetings may be made in advance as needed. E. The Association shall have the right be able to use school facilities and equipmentequipment within both buildings, including typewriters, instructional computers, other duplicating equipment, calculating machines, machines and all type types of audio-visual equipment equipment, at reasonable times, when such equipment is not otherwise in use. The Association shall pay for the reasonable cost of all materials and supplies incidental incident to such use. F. The Association shall have, in each school building, the exclusive use of a bulletin board in each employee lounge. G. The Association shall have the right to use the inter-school mail facilities and school mail boxes. At no time shall boxes as it deems necessary and without the approval of the building principals or other members of the administration. X. The Board may grant leave with pay to the president of the Association use these facilities for slander materialas requested during his term of office. I. The president of the Education Association may act as an ex-officio member of any committee in which the Association is represented. While serving as an ex-officio member, derogatory materialsnot a regular member, job action notices or such against the Board or its representativespresident shall not have voting privileges.

ASSOCIATION RIGHTS AND PRIVILEGES. A. The Board Pursuant to Chapter 123, Public Law 1974, New Jersey Employer and Employee Relations Act, public employees included in the negotiating unit have, and shall grant one (1) day per month be protected in the exercise of, the right, freely and without fear of release time at the discretion penalty or reprisal, to form, join and assist any employee organization or refrain from any such activity. As a duly selected body, exercising governmental powers under cover of law of the Superintendent to State of New Jersey, the President Board undertakes and agrees that it shall not directly or indirectly discourage or deprive or coerce any employee in the enjoyment of any rights conferred by Chapter 123, Public Law 1974, New Jersey Employer and Employee Relations Act, or other laws of New Jersey, or the Constitution of New Jersey and the United States. B. Whenever any representative of the Association with or any employee is mutually scheduled by the parties to participate during working hours in negotiations, or if required to so meet by decision of a mediator, fact-finder, or arbitrator, he shall suffer no loss in pay, so that he may perform his functions as President . C. Representatives of the Association. B. The Board shall provide up to three (3) hours per month of release time at , the discretion of the Superintendent to an Association representative designated by the Association in each building to perform his functions as Association representative in the enforcement of this Agreement. Said time shall be in addition to regularly scheduled preparation time and lunch period as provided in this Agreement. This time will not be accumulated. C. The New Jersey Education Association and its representatives shall request in writing the right to use the school buildings at all reasonable hours for meetings. The Association shall pay the custodian for opening and being in the building at the time of use. However, if the building is used during the regular time the custodian is on duty, the Association will not have to provide payment. The Principal of the building in question shall be notified in advance of the time and place of such meeting. D. The Board agrees to make available to the Association, upon request, all information in the public domain in its possession which is needed by the Association to carry out its duty of representation of members of the bargaining unit. E. Representatives of the National Education Association shall be permitted to transact official Association business on school property after at all reasonable times provided that this shall not interfere with or interrupt normal school operations and that the normal working dayadministration has been duly notified and approval has been secured. D. The Board agrees to furnish to the Association the agenda and minutes of all Board meetings and the names, addresses and telephone numbers of all employee members. The Board will provide the Association with health benefit and salary scattergrams on a yearly basis by October 31st. E. The Association and its representatives shall be permitted to use school buildings in accordance with Board policy. F. The Association shall have the right may be permitted to use school facilities and building equipment, including typewriters, instructional computers, other duplicating duplication equipment, calculating machines, machines and all type types of audio-visual equipment at reasonable times, times when such equipment is not otherwise in use. The Association shall pay for the reasonable cost of all materials and supplies incidental incident to such useuse and shall be liable for damages which they cause to the equipment. G. The Association shall have be permitted to purchase expendable office supplies and other materials from the right Board’s supplies at the price paid by the Board or from existent stock if such is available. In either event, a purchase order is required. H. The Association shall have, in each school building, the exclusive use of a bulletin board in each staff lounge. The Association shall also be assigned adequate space on the bulletin board in the central office for Association typed and meeting notices provided copies are presented in advance of posting to the appropriate administrator. I. The Association shall be permitted to use the inter-school interschool mail facilities and school mail boxesmailboxes and school provided internet services. J. If the Association President or his designee is a teacher, he shall be assigned on the basis of four (4) period block teaching day and shall be released from all non-teaching duties. Upon notification to his principal, he may leave his building to perform Association business. If he enters another school, he must notify the principal immediately of his presence, and he cannot interfere with normal school activities or with a member in the performance of his classroom duties. If the Association President or designee is an elementary teacher not in a departmentalized situation, said teacher would be released of teaching responsibilities at 12:00 noon each day. At no time the option of the Association, the President or his/her designee shall be released from all teaching and non-teaching duties for the full year with Board paying one-half (1/2) year’s salary and continuing all benefits. K. One employee in each building designated by the association as Senior Building Representative, and the Association use these facilities for slander materialVice President, derogatory materialsif a teacher, job action notices or such against the Board or its representativeswill not be assigned non-teaching duties at his/her school.

ASSOCIATION RIGHTS AND PRIVILEGES. A. The Board shall grant one (1) day per month of release time at the discretion of the Superintendent board agrees to furnish to the President association, in response to reasonable requests, any information which is a matter of public record or which is encompassed under the Association with pay, so that he may perform his functions as President of the AssociationRight-to-Know Law. B. The Board shall provide up to three (3) hours per month of release time at the discretion Whenever any representative of the Superintendent to an Association representative designated association or any employee is mutually scheduled by the Association parties to participate, during working hours, in each building to perform his functions as Association representative negotiations, grievance proceedings, conferences, or meetings he/she shall suffer no loss in the enforcement of this Agreement. Said time shall be in addition to regularly scheduled preparation time and lunch period as provided in this Agreement. This time will not be accumulatedpay. C. Representatives of the association, the New Jersey Education Association, the Monmouth County Education Association, and the National Education Association shall be permitted to transact official association business on school property at all reasonable times, provided that this shall not interrupt nor interfere with neither normal school operations nor the immediate obligations of the employee so concerned. D. The Association association and its representatives shall request in writing have the right to use the school buildings at all reasonable hours for meetings. The Association shall pay the custodian for opening and being in the building at the time of use. However, if the building is used during the regular time the custodian is on duty, the Association will not have to provide payment. The Principal principal of the building in question shall be notified in advance of the time and place of all such meeting. D. The Board agrees to make available to the Association, upon request, all information in the public domain in its possession which is needed by the Association to carry out its duty of representation of members meetings. Approval of the bargaining unitbuilding principal or his representative is required. E. Representatives of the Association shall be permitted to transact official Association business on school property after the normal working day. F. The Association association shall have the right to use school facilities and equipment, including typewriters, instructional typewriters & computers, other duplicating equipment, calculating business machines, and all type types of audio-visual equipment at reasonable times, when such equipment is not otherwise in use. The Association shall pay for Materials and supplies incident to such use shall, upon request by the board, be furnished by the association (or reasonable cost of all such materials and supplies incidental shall be paid for upon request by the board by the association). It shall be the obligation of the association to such useprovide qualified adequately trained personnel to operate the equipment. The association agrees to pay for any equipment damaged or stolen while in use by the association, as permitted under Paragraph "E". The association will absorb their share of any user or copying fee charged to the board for the use of copying equipment. F. The association shall have the right to purchase expendable office supplies and other materials from the board at the price paid by the board to its suppliers or from the board's suppliers at the price paid by the board at the time of purchase. G. The Association association shall have, in each school building, the exclusive use of a bulletin board in each faculty lounge. The association shall also be assigned adequate space on the bulletin board in the central office for association notices. The location of association bulletin boards in each room shall be designated by the association. Copies of all materials to be posted on such bulletin boards shall be given to the building principal, but no approval shall be required. H. The association shall have the right to use the inter-school mail facilities and school mailboxes, excluding electronic mail, for association materials as it deems it necessary and without approval of the building principal or other members of the administration for closed or sealed materials. The use of mail boxesfacilities and school mailboxes for open materials must be approved by the building principal. At The association's seal or signature of an officer shall be attached to all documents sent through inter-office mail. I. The rights and privileges of the association and its representatives as set forth in the agreement shall be granted only to the association as the exclusive representative of the employees and to no other organizations. J. The board shall provide release time of one non-teaching or preparation class period per day to the president of the association. The board shall provide release time of one non-teaching or preparation class period per week at the elementary school or four-day cycle at the high school to a maximum of four members of the association executive committee. The president of the association must identify, in writing, the members of the executive committee to the principals of each school by June 15 of the prior school year so that schedules can be created. If executive committee membership changes during the school year, no changes to the schedule will be made until the following school year. Said time shall be in addition to the Association use regularly scheduled preparation time and duty-free lunch period. In the case of an elementary school teacher, when these facilities for slander materialconditions cannot be fully met without interfering with the educational process, derogatory materialsa mutual agreement shall be arrived at by the superintendent, job action notices the principal, and the president of the association. K. With the recommendation of the Superintendent and approval of the Board, bargaining unit members may enroll their children in the high school or such against the elementary school tuition free. Any ENROLLMENT determination shall not be subject to the grievance procedure. If a bargaining unit member’s child enrolled under this provision newly enrolls in the District on or after September 1, 2018 and requires additional special educational services beyond that of a general education environment, it shall be at the bargaining unit member’s expense and they shall reimburse the Board or its representativesof these additional itemized costs.

ASSOCIATION RIGHTS AND PRIVILEGES. A. The Board agrees to furnish to the Association a current roster of certified personnel (as of September 1), which shall grant include area of certification and degree held, one (1) day per month copy of release time at agendas and make available the discretion minutes of all public Board meetings, one (1) copy of names and addresses of all unit members and to make available to the Associations such other public information that shall assist the Association in developing intelligent, accurate, informed, and construction programs on behalf of the Superintendent to the President of the Association with pay, so that he may perform his functions as President of the Associationunit members and their students. The Board shall provide up to three (3) hours per month of release time at the discretion of the Superintendent to an Association representative designated by the Association in each building to perform his functions as Association representative in the enforcement of this Agreement. Said time shall be in addition to regularly scheduled preparation time and lunch period as provided in this Agreement. This time will not be accumulated. C. The Association and its representatives shall request in writing have the right to use the of school buildings at all reasonable hours for meetings. The Association shall pay the custodian for opening and being in the building at the time of use. However, if the building is used during the regular time the custodian is on duty, the Association will not have to provide payment. The Principal Permission of the school building in question principal or his designee shall be notified in advance required. Such permission shall not be withheld unreasonably. C. Whenever, by mutual consent of the time and place parties, any member of such meetingthe unit defined in ARTICLE 1 participates during working hours in negotiations, or grievance proceedings, he or she shall suffer no loss in pay. D. The Board agrees to make available to the Association, upon request, all information in the public domain in its possession which is needed by the Association to carry out its duty of representation of members of the bargaining unit. E. Representatives of the Association shall be permitted to transact official Association business on school property after the normal working day. F. The Association shall have the right to use of school facilities and equipment, including typewriters, instructional computers, other duplicating equipment, calculating copy machines, and all type of audio-visual equipment at reasonable times, when such equipment is not otherwise in use. The Association shall pay for the reasonable cost of all materials and supplies incidental incident to such use. Prior approval of the appropriate administrator shall be obtained. E. The Association shall have the use of the inter-school mail facilities and school mailboxes. However, prior approval of the appropriate administrator shall be obtained. F. The rights and privileges of the Association and its representatives as set forth in this Agreement shall be granted only to the Association as the exclusive representative of the Unit Members listed in Article 1, and to no other similar organization. G. The Association shall have the right privilege of continuing to use a bulletin board with prior permission of the inter-school mail facilities and school mail boxes. At no time building administrator to post the materials; such permission shall not be unreasonably withheld. H. The Association President shall be released one period per week to attend to association duties upon approval of the Association use these facilities for slander material, derogatory materials, job action notices or such against the Board or its representativesSuperintendent.

ASSOCIATION RIGHTS AND PRIVILEGES. A. The Association and its representatives shall request in writing may have the right to use the school buildings at all reasonable hours for meetings. The Association shall pay the custodian for opening and being in the building at the time of use. However, if the building is used during the regular time the custodian is on duty, the Association will not have to provide payment. The Principal principal of the building in question shall must be notified in advance of the time and place of all such meetingmeetings. D. The Board agrees to make available to the Association, upon request, all information in the public domain in its possession which is needed by the Association to carry out its duty of representation of members of the bargaining unit. E. Representatives of the Association shall be permitted to transact official Association business on school property after the normal working day. F. C. The Association shall may have the right to use school facilities and equipment, including typewriters, instructional computers, other duplicating equipment, calculating machines, and all type types of audio-visual equipment audiovisual equipment, at reasonable times, when such equipment is not otherwise in use. The Association shall pay for reasonable cost of all materials and supplies incidental incident to such use, and for any repairs necessitated as a result thereof. G. D. The Association may have in each school building, the exclusive use of a bulletin board in each faculty lounge. The Association shall also be assigned adequate space on the bulletin board in the central office for Association notices. The location of Association bulletin boards in each room shall be designated by the Association. Copies of all materials to be posted on such bulletin boards shall be given to the building principal. E. The Association may have the right to use the inter-school mail facilities and school mail boxes. At no time shall mailboxes. F. The rights and privileges of the Association use these facilities for slander materialand its representatives as set forth in this Agreement shall be granted only to the Association as the exclusive representative of the employees as identified in Article I, derogatory materialsA., job action notices or such against the Board or its representativesand to no other organizations.

ASSOCIATION RIGHTS AND PRIVILEGES. A. Whenever any representative of release time the Association or any employee participates during working hours in negotiations, grievance proceedings, conferences or meetings, called at the request of the Board, he/she shall suffer no loss of pay. The Association shall have the right to use school facilities and equipment including computers, printers, typewriters, copy machines, fax machines, other duplicating equipment, calculating machines, and all types of audiovisual equipment before and after school at the reasonable discretion of the Superintendent building principal The Association shall pay the reasonable cost of all materials that are used. D. The Association shall have the privilege of purchasing expendable office supplies and other materials from the Board at the price paid by the Board. E. The Association shall have in each building the exclusive use of a bulletin board in the faculty lounge. Copies of all materials posted on the bulletin boards shall be given to the President building principal, but no approval shall be required. F. The Association shall have the privilege of using the inner-school mail facilities and school mail boxes as it deems necessary without the approval of the Association with pay, so that he may perform his functions as President building principal or other members of the Association. B. G. The Board shall provide up to three (3) hours per month of release time at will pay for the discretion installation and one half of the Superintendent to an Association representative designated by base monthly charge of a private line for the Association in each building to perform his functions as Association representative use of employees in the enforcement of this Agreementfaculty lounge in both the Elementary and the Middle School. Said time shall be in addition to regularly scheduled preparation time and lunch period as provided in this Agreement. This time The Association will not be accumulatedpay for all other charges. C. H. The rights and privileges of the Association and its representatives as set forth in this agreement shall request in writing the right be granted only to use the school buildings at all reasonable hours for meetings. The Association shall pay the custodian for opening and being in the building at the time of use. However, if the building is used during the regular time the custodian is on duty, the Association will not have to provide payment. The Principal as the exclusive representative of the building in question shall be notified in advance of the time employees, and place of such meetingto no other teacher organizations. D. The Board agrees to make available to the Association, upon request, all information in the public domain in its possession which is needed by the Association to carry out its duty of representation of members of the bargaining unit. E. I. Representatives of the Association shall be permitted to transact official Association business on school property before and after the school hours provided that this shall not interfere with or interrupt normal working day. F. The Association shall have the right to use school facilities and equipmentoperations. As a courtesy, including typewriters, instructional computers, other duplicating equipment, calculating machines, and all type of audio-visual equipment at reasonable times, when such equipment is not otherwise in use. The Association shall pay for reasonable cost of all materials and supplies incidental to such use. G. The Association shall have the right to use the inter-school mail facilities and school mail boxes. At no time shall the Association use these facilities for slander material, derogatory materials, job action notices or such against Representatives shall notify the Board or its representativesprincipal of their presence in the building.

ASSOCIATION RIGHTS AND PRIVILEGES. A. However, if the building is used during the regular time the custodian is on duty, the Association will not have to provide payment. The Principal of the building in question shall be notified in advance of the time and place of such meeting. D. The Board agrees to make available to the Association, upon request, all information in the public domain in its possession which is needed required by the Association in developing accurate and realistic programs. Said information shall be in the form of existing public information and additional existing budgetary and financial material and data. Names and addresses of new personnel shall be made available to carry out its duty the Association for the purposes of representation mailing, informing and roster construction. A comprehensive list of members total existing personnel shall be made available with the appropriate guide step level for the purpose of proposal calculation only. B. Whenever any member - representative of the bargaining unitWVSA or any supervisor - is mutually scheduled by both parties to participate during working hours in negotiations, grievance proceedings, conferences or meetings, he/she shall suffer no loss in pay. E. C. Representatives of the Association WVSA shall be permitted to transact official Association business on school property after approval of said use by the normal working daySchool Superintendent and subject to conditions and regulations as set by the Wallkill Valley Board of Education. Notification of said intended use shall be submitted to the Superintendent at least one week prior thereto - except in cases of an Association declared emergency - whereupon the permission for said use shall not be unreasonably withheld. D. The Association shall have the privilege of reasonable use of office equipment such as typewriters, photocopiers, computers, and calculating machines, upon request, in such locations and at such times as set by the Administration provided the Association pays for any damage it is responsible for. E. The Association shall have the right to purchase expendable office supplies and other material from the Board of Education at the price paid by the Board provided the Association pays for supplies in advance and that supplies are on hand in sufficient quantities to meet the educational needs of the school. F. The Association shall have the right to use school facilities and equipment, including typewriters, instructional computers, other duplicating equipment, calculating machines, and all type of audio-visual equipment at reasonable times, when such equipment is not otherwise in use. The Association shall pay for reasonable cost of all materials and supplies incidental to such use. G. The Association shall have the right to use the inter-school interschool mail facilities and school mail boxes. At no time shall mailboxes with the provision that this does not interfere with regular school business. G. An Association use these facilities for slander materialrepresentative may speak at all faculty meetings upon the request of the representative after conclusion of the regular meeting. H. In negotiating with other bargaining units in the district related to agency shop provision, derogatory materials, job action notices or such against the Board or its representativesof Education shall exempt all supervisory employees from any agency shop claims from any unit other than one in which the supervisory employee is eligible for membership.

ASSOCIATION RIGHTS AND PRIVILEGES. A. The Board shall grant one (1) day per month of release time at the discretion of the Superintendent to the President of the Association with pay, so that he may perform his functions as President of the Association. B. The Board shall provide up to three (3) hours per month of release time at the discretion of the Superintendent to an Association representative designated by the Association in each building to perform his functions as Association representative in the enforcement of this Agreement. Said time shall be in addition to regularly scheduled preparation time and lunch period as provided in this Agreement. This time will not be accumulated. C. The Association and its representatives shall request in writing the right to use the school buildings at all reasonable hours for meetings. The Association shall pay the custodian for opening and being in the building at the time of use. However, if the building is used during the regular time the custodian is on duty, the Association will not have to provide payment. The Principal of the building in question shall be notified in advance of the time and place of such meeting. D. The Board agrees to make furnish to the Association in response to reasonable requests from time to time all available information of public record and information that may be necessary for the Association to process any grievances. The Association agrees to furnish to the Board a list of its members in good standing, names and addresses of its officers and a list of all committees of the Association and the names and addresses of all members thereof. In the event there are any changes in the membership, the officers, or the members of the committees of the Association, upon request, all information in the public domain in its possession which Association shall immediately notify the Board of such change. B. Whenever any representative of the Association or any teacher is needed mutually scheduled by the Association parties to carry out its duty of representation of members of the bargaining unitparticipate during working hours in negotiations, grievance proceedings, conferences, or meetings, he shall suffer no loss in pay. With advance notification given to the Principal, the Association shall have the right privilege to use school facilities and equipment, including typewriters, instructional computersmimeographing machines, other duplicating equipment, calculating machines, machines and all type types of audio-visual equipment at reasonable times, when such equipment is not otherwise in use. B. Whenever any representative of the Association or any employee is mutually scheduled by the Association parties to carry out its duty of representation of members of the bargaining unitparticipate during working hours in negotiations, grievance proceedings, conferences, or meetings, she shall suffer no loss in pay. E. C. Representatives of the Association shall be permitted to transact official Association business on school property after the at all reasonable times, provided they are on their own time, and provided that this shall not interfere with or interrupt normal working dayschool operations. The Superintendent of Schools shall be notified in advance of the time and place of all such meetings. Approval shall be required of the Superintendent of Schools, which approval shall not be unreasonably withheld. E. The Association shall have the right to use school facilities and equipment, including typewriters, instructional computersmimeographing machines, other duplicating equipmentcopying machines, calculating machinescalculators, and all type types' of audio-visual equipment at reasonable times, times and when such equipment is not otherwise in use. The Association shall pay for the reasonable cost of all materials and supplies incidental to such useuse and normal requisition shall be required. G. F. The Association shall have the right to reasonable use of the inter-school interschool mail facilities and school mail boxesmailboxes without the approval of the Superintendent of Schools or other members of the administration. At The Association recognizes that the Board has no time responsibility or liability for delivery or misdelivery of any material. Further, said mailboxes shall not be used to distribute any material which can be construed as campaign material, reflecting issues related to political campaigns or activities in connection therewith, or in connection with any activity which is intended to or which would disrupt normal school operations. All material distributed shall bear the name of the Association. G. The rights and privileges of the Association use these facilities and its representatives as set forth in this agreement shall be granted only to the Association as the exclusive representative of the employees and to no other labor organization(s) representing any portion of the unit or potential member of the unit except as provided for slander material, derogatory materials, job action notices or such against the Board or its representativesunder applicable law.

B. The rights granted pursuant to Subparagraph A. of this Article shall be deemed to include the right to use school facilities for meetings of the Association. C. Any use by the Association or its representatives of the school facilities pursuant to this Article shall be subject to the requirement that the Association shall be responsible for the payment of any extra maintenance and similar costs in connection with such use in accordance with existing Board policy. D. The Association shall have the use of a bulletin board in each faculty lounge. Should the Administration object to any posted material, the Association agrees that notice of such objection that objectionable material shall be removed provided, however, that nothing herein contained shall prohibit the Association or its members from asserting a grievance pursuant to the provisions of this Agreement with respect to the removal of such material. E. The Association shall have the right to use the intra-school mail facilities and the school mail boxes with the prior written approval of the Superintendent. F. The Association shall have the right to use school facilities and equipment, including typewriters, instructional computers, computers and other duplicating equipment, calculating machines, machines and all type types of audio-visual equipment equipment, at reasonable times, times when such equipment is not otherwise in use.
