Authorized Reasons for Leave. Personal necessity leave shall be limited to circumstances significant in nature which the member of the unit cannot reasonably be expected to disregard, which necessitate the member's physical presence elsewhere, and which involve matters which cannot be accomplished at any other time, including but not limited to:
