Automatic Train Supervision. Overview The Automatic Train Supervision (ATS) system controls and monitors train movement on the NYCT subway system from a central location, the Rail Control Center (RCC) located on West 54th Street. The ATS system provides dynamic schedule and train position information to the PACIS II system for the CIS message displays and announcements. ATS Console Dispatchers and PACIS II Customer Information Agents are co-located in the Operating Theater at the RCC. Both the ATS Console Dispatchers and Field Dispatchers are equipped and trained to use PACIS II facilities to make ad hoc announcements that are broadcast in the stations and work areas of the subway system. The ATS-A system monitors and controls the A-division (IRT) lines and provides PACIS II with train schedule/location information concerning those lines. The future ATS-B system monitors the B1- and B2-division (BMT, IND) lines and provides PACIS II with similar information about those lines. ATS-PACIS Interface The ATS-PACIS interface protocol has been developed to support all current, planned, and future ATS systems. This interface passes the data communication ― primarily in the direction from ATS to PACIS ― over a redundant local Area Network (LAN) using TCP/IP. The ATS system provides schedule and train movement information to the PA/CIS system, as described in the table below. Table 2-2 ATS Information Supplied to PACIS II Information Category Description Schedule Information On the ATS-A system, the scheduling and dispatch software provides the following information on each train scheduled to operate in a given day: Line identifier Scheduled originating and destination terminals Scheduled times at terminal and non-terminal stations The PA/CIS subsystems use this information to display the line, destination and expected arrival/departure time information on the CIS displays at the stations located along each train’s scheduled route. Information Category Description Train Movement Information As each train moves along the track, ATS reports its position (from track circuits) to the PA/CIS system. The PA/CIS system uses this information to update the station CIS displays of arrival/departure times and train sequences. Certain train movement events also cause PA/CIS to display specific messages and make automatic voice announcements, (in addition to updating schedule displays); for example: Train Approaching Station.   • Drug and Alcohol Testing – Safety-Sensitive Functions A. Employees required to have a Commercial Driver’s License (CDL) are subject to pre-employment, post-accident, random and reasonable suspicion testing in accordance with the U.S. Department of Transportation rules, Coast Guard Regulations (46 CFR Part 16) or the Federal Omnibus Transportation Employee Testing Act of 1991. The testing will be conducted in accordance with current Employer policy.

  • Employment and Training Administration The ratio of trainees to journeymen on the job site shall not be greater than permitted under the plan approved by the Employment and Training Administration. Every trainee must be paid at not less than the rate specified in the approved program for the trainee's level of progress, expressed as a percentage of the journeyman hourly rate specified in the applicable wage determination. Trainees shall be paid fringe benefits in accordance with the provisions of the trainee program. If the trainee program does not mention fringe benefits, trainees shall be paid the full amount of fringe benefits listed on the wage determination unless the Administrator of the Wage and Hour Division determines that there is an apprenticeship program associated with the corresponding journeyman wage rate on the wage determination which provides for less than full fringe benefits for apprentices. Any employee listed on the payroll at a trainee rate who is not registered and participating in a training plan approved by the Employment and Training Administration shall be paid not less than the applicable wage rate on the wage determination for the classification of work actually performed. In addition, any trainee performing work on the job site in excess of the ratio permitted under the registered program shall be paid not less than the applicable wage rate on the wage determination for the work actually performed. In the event the Employment and Training Administration withdraws approval of a training program, the contractor will no longer be permitted to utilize trainees at less than the applicable predetermined rate for the work performed until an acceptable program is approved.
