The CE content shall be in sufficient detail to meet regulatory requirements for legal sufficiency. b. The format shall follow the format specified in the SOUs. c. The CE shall be a concise document and shall incorporate by reference the detailed environmental studies. d. The following contents are to be provided in the CE: 1) A cover sheet which includes the project and project limits, Control Section Job (CSJ) numbers, county, date (month and year) and the title: "Categorical Exclusion." 2) A brief statement of purpose and need. 3) A brief discussion of the scope of the Transportation Activity (Existing and Proposed Facility, Right of Way, Utilities and Transportation Improvement Program date). 4) The CE shall summarize any social, economic, environmental impacts, appropriate mitigation measures, commitments, and address known and foreseeable public and agency concerns. 5) Public Involvement. 6) A conclusion with justification that the Transportation Activity qualifies as a CE. 7) A project location map and typical cross-section. 8) Correspondence with regulatory agencies.   • Loop Provisioning Involving Integrated Digital Loop Carriers 2.6.1 Where Freedom has requested an Unbundled Loop and BellSouth uses IDLC systems to provide the local service to the End User and BellSouth has a suitable alternate facility available, BellSouth will make such alternative facilities available to Freedom. If a suitable alternative facility is not available, then to the extent it is technically feasible, BellSouth will implement one of the following alternative arrangements for Freedom (e.g. hairpinning): 1.
