CIA Business Leave. a. At the CIA’s request and subject to the operating requirements of the Department, employee representatives shall be granted personal leave, accrued vacation leave, accrued compensatory time, or leave of absence without pay to attend the CIA’s employee representative training. However, recall from such leave may occur due to emergencies, or to meet the operating needs of the Department.
