Competitive Range. If the Contracting Officer determines that discussions are necessary, he/she will establish a Competitive Range composed of only the most highly rated proposals. In certain circumstances, the Contracting Officer may determine that the number of most highly rated proposals that might otherwise be included in the competitive range exceeds the number at which an efficient competition can be conducted. Should that be the case, the Contracting Officer may then limit offers in the competitive range to the greatest number that will permit an efficient competition among the most highly rated offers. The Government may exclude an offer if it is so deficient as to essentially require a new technical proposal. The Government may exclude an offer so unreasonably priced, in relation to more competitive offers, as to appear that there will be little or no chance of becoming competitive. The Government may exclude an offer requiring extensive discussions, a complete re-write, or major revisions such as to allow an Offeror unfair advantage over those more competitive offers.

Competitive Range. If awards are not made on the basis of initial offers, the Contracting Officer will make the determination as to which offers are in the “Competitive Range.” The competitive range shall be determined on the basis of the total evaluated prices and the past performance evaluations, and shall include only offerors that have a reasonable chance of being selected for award. The initial number of offers considered as being within the competitive range may be reduced when, as a result of the written or oral discussions, any such offer has been determined to no longer have a reasonable chance of being selected for award. The number of offers within the competitive range may also be reduced if the Contracting Officer determined that the number of most highly rated proposals that might otherwise be included within the competitive range exceeds the number at which an efficient competition can be conducted.
Competitive Range. In accordance with FAR 15.306, if the Contracting Officer decides that discussions with offerors are needed, the Contracting Officer will make a competitive range determination. The competitive range will be comprised of all of the most highly rated proposals, unless the range is further reduced for purposes of efficiency. The Contracting Officer will notify offerors promptly in writing when their proposals are excluded from the competitive range or otherwise eliminated from the competition. That notice shall state the basis for the determination and that a proposal revision will not be considered.
