Within 120 days of the Monitor’s appointment, the Monitor will develop a 3 monitoring plan setting out deadlines for policy, training, development, and implementation for 4 conducting the compliance reviews and audits (“Monitoring Plan”), and will submit the plan to 5 the Parties for review and approval.
